TECHNICAL REPORT <br />The MRP requires that in the event of a 50,000 gal or greater overflow spilled to surface waters, <br />the City must prepare and submit an SSO Technical Report that includes a description of all <br />water quality sampling activities conducted, a location map of all water quality sampling points, <br />and the analytical results and evaluation of the results, pursuant to Section B.5 of the MRP. In <br />addition, this report must be submitted to the CIWQS Online SSO Database within 45 days of the <br />end of the SSO and must be certified by the City’s Legally Responsible Official, Public Works <br />Superintendent or Assistant Public Works Director. <br /> <br /> <br />12. RECORDKEEPING <br /> <br />All sampling related records associated with this WQMP should be contained in the appropriate <br />SSO Incident file designated with a specific locator record number. These records shall include <br />at least the following documents related to the WQMP: <br />• A narrative description of water quality sampling activities associated with the event. <br />• Timeline of the sampling activities until sampling is terminated. <br />• All surface water sampling worksheets. <br />• Computations of spill travel time in surface waters, if appropriate. <br />• Chain of Custody for all samples. <br />• Sampling Map of all sample locations. <br />• All photos or video showing sampling activities. <br />• Final analytical results from the certified laboratory conducting the sample analysis along with <br />an Agency evaluation of the results to determine the nature and impact of the release. <br />• Failure analysis reviews of the WQMP including recommendations for changes and <br />modifications. <br />• Calibration records for specific equipment used in the sampling processes. <br />• Notification documentation for all public and private agencies involved with or requiring <br />monitoring related to final sample results. <br /> <br />The City shall maintain all records including records from service contractors associated with this <br />WQMP as part of the file records for an SSO as required by the WDR and MRP. These records <br />shall be maintained for a minimum period of five-years from the end date of the SSO unless <br />required by regulatory enforcement action, request of the State or Regional Board or as support <br />for claims litigation resulting from the SSO. All records associated with the SSO shall be <br />destroyed upon reaching the end of the file retention period or as otherwise required by the <br />Regional or State Board. <br /> <br />Samples of all City forms and records used in this WQMP are included as attachments. <br /> <br />6.2.A. - Page 193
