Redwood City Sanitary Sewer Master Plan Executive Summary
FINAL

August 2008 5
Recommended Capacity Improvement Program
The Capital Improvement Program (CIP) recommended in this study is designed to provide adequate
sewer system capacity for the City’s existing and anticipated future development. The total estimated
capital cost of the CIP is approximately $38 million, as shown in Table ES-1. These cost estimates
include baseline construction costs for gravity trunk sewers using open-cut and trenchless methods, lower
lateral replacement for remove-and-replace projects, and cost allowances for project mobilization and
demobilization, traffic control, and bypass pumping. An additional cost allowance for robust shoring of
trenches (e.g., interlocking sheet piles) was added for projects located near the San Francisco Bay, as
these projects are likely to be affected by poor (bay mud) soil conditions. The total estimated capital
costs also include a 30 percent allowance for contingencies for unknown conditions and an allowance of
30 percent of construction cost for engineering, administration, and legal costs. The estimated costs are
considered planning or conceptual level estimates and are considered to have an estimated accuracy range
of -30 to +50 percent, suitable for budget planning purposes.

Table ES-1 Capacity Projects and Costs, Ordered by Priority
Project
ID
Location Description Priority
Rank
Flow Conf.
Level
Cost
08b Manzanita St north of El Camino,
under railroad
1,700 feet of 18 inch pipe 1 1 $ 2,720,000
11 El Camino Real, Maple St, Main St 3,300 feet of 15 inch pipe 1 1 $ 2,360,000
07 Palm Ave between Kentfield Ave
and Hudson St
2,300 feet of 12 to 15
inch pipe
1 2 $ 1,150,000
10 James Ave, California St, Marshall
St, Jefferson Ave, Bradford St,
Walnut St
4,400 feet of 15 to 33
inch pipe
1 2-3 $ 7,940,000
05a Along Truman Ave to MacGarvey
Ave to Fairview Ave to Roosevelt
Ave, ending at Roosevelt Ave and
Junipero Ave
2,100 feet of 15 to 21
inch pipe
2 2 $ 1,110,000
12 Lincoln Ave, Beech St, Stambaugh
St, Walnut St,
5,700 feet of 27 to 30
inch pipe
2 3 $ 4,910,000
04 Brewster Ave between Clinton St
and Arch St
600 feet of 15 inch pipe 3 2 $ 330,000
01 Edgewood Rd between Yorkshire
Ln and Alameda de las Pulgas
200 feet of 12 inch pipe 3 3 $ 90,000
03 Winslow St from Whipple Ave to
Brewster St. Brewster St between
Winslow St and Veterans Blvd2
2,000 feet of 18 inch pipe 3 3 $ 3,550,000
06 Roosevelt Ave from Connecticut
Dr to Upton St2
1,600 feet of 10 inch pipe 3 3 $ 680,000
08a Adjacent to Woodside Rd, south of
El Camino Real
1,000 feet of 12 to 15
inch pipe
3 3 $ 2,220,000
08c Heller St from Manzanita to
Chestnut, Chestnut St to Broadway
3,400 feet of 18 to 21
inch pipe
3 3 $ 3,200,000
09 El Camino Real from Center St to
Manzanita St
1,300 feet of 10 inch pipe 3 3 $ 720,000
05b Roosevelt Ave between Junipero
Ave and Hudson St
2,800 feet of 24 inch pipe 4 2 $ 1,690,000
02 Whipple Ave between Arguello St
and Warren Ave
400 feet of 12 inch pipe 4 3 $ 190,000
13 Walnut St to Maple PS 1,400 feet of 54 inch pipe 4 3 $ 4,950,000
Total $37,810,000
6.2.A. - Page 221
