<br />SBWMA will pay for, produce and jointly distribute, shall include, but not be limited to, 1678
<br />those listed in Section 7.03(D). 1679
<br />B. Three-Year Public Education and Recycling Technical Assistance Plan. The 1680
<br />SBWMA, Member Agencies, and Contractor shall cooperate to prepare a joint Public 1681
<br />Education and Recycling Technical Assistance Plan every three (3) years (Three-1682
<br />Year Plan). The Three-Year Plan will be an SBWMA-wide plan; therefore, separate 1683
<br />plans will not be prepared for each Member Agency. Generally, the Three-Year Plan 1684
<br />will focus on coordinating public education and recycling technical assistance efforts 1685
<br />and making efficient use of each Party’s available resources in those areas. In the 1686
<br />case of Contractor, the process may and potentially result in modifying Contractor’s 1687
<br />activities through a reallocation of Waste Zero Specialists’ staff time and public 1688
<br />education and outreach resources, to the extent they can be reallocated without 1689
<br />causing the Contractor to default in performance of its expressed obligations under 1690
<br />this Agreement. 1691
<br />The Parties shall cooperate to finalize the Three-Year Plan on or before January 1 of 1692
<br />Rate Years Eleven (2021), Fourteen (2024), Seventeen (2027), Twenty (2030), 1693
<br />Twenty-three (2033) and, if the Term is so extended, Twenty-six (2036) and Twenty-1694
<br />nine (2039). SBWMA and Contractor shall jointly develop a schedule for preparation 1695
<br />of the Plan, which shall involve the following elements: 1696
<br />1. Public Education Plan. Working collaboratively with the Contractor, SBWMA will 1697
<br />develop, and the Contractor shall review, the first section of the Three-Year Plan, 1698
<br />which shall include a detailed list of public education activities to be undertaken 1699
<br />by SBWMA and Contractor for the coming three (3) Rate Years. The plan shall 1700
<br />list each public education piece or activity (e.g., newsletters, Bill inserts, flyers, 1701
<br />newspaper advertisements, website enhancements, etc.) to be prepared or 1702
<br />conducted in the coming three (3) Rate Years, the purpose of the piece, the key 1703
<br />subject(s) to be covered, the anticipated date of issuance/completion, 1704
<br />performance standards, and quarterly reporting requirements. In addition, the 1705
<br />plan shall list all Community Events for each Member Agency that the Contractor 1706
<br />plans to attend and the public education it intends to provide at each such event 1707
<br />(e.g., exhibit at Earth Day Event, Chamber of Commerce meetings, etc.) in the 1708
<br />three (3) coming Rate Years. 1709
<br />2. Recycling Technical Assistance Plan. Working collaboratively with the SBWMA, 1710
<br />Contractor shall develop a draft of the second section of the Three-Year Plan, 1711
<br />which shall include a detailed list of Commercial, Mixed Use, and Multi-Family 1712
<br />Recycling technical assistance activities to be undertaken by Waste Zero 1713
<br />Specialists for the coming three Rate Years, the objectives of such activities, 1714
<br />specific performance standards for the activities, the anticipated time frames for 1715
<br />completion, the distribution of such activities across Member Agencies, quarterly 1716
<br />reporting requirements, and any specific actions to be undertaken to meet the 1717
<br />specific needs of one or more Member Agencies. Pursuant to Sections 7.04 and 1718
<br />7.13, SBWMA may request an adjustment in the staffing level for the Waste Zero 1719
<br />Specialists. 1720
<br />3. Plan Review. SBWMA shall coordinate with the Member Agencies to seek input 1721
<br />on the Three-Year Plan. After Member Agencies have provided their input, the 1722
<br />Contractor shall provide the SBWMA with its final comments for both sections of 1723
<br />the Three-Year Plan two (2) weeks after receiving the revised draft of the plan. 1724
