During each Rate Year, the SBWMA, Agency, and 1725 <br />Contractor shall each complete all elements and tasks specified in the Three-1726 <br />Year Plan that it has agreed to perform, in accordance with the schedule and 1727 <br />budget presented in the Three-Year Plan. The Agency or SBWMA may, by 1728 <br />providing written approval to Contractor, waive or postpone completion of any 1729 <br />requirement of Contractor stated in the Three-Year Plan (it being understood that 1730 <br />such right of Agency shall only apply to activities within Agency’s Service Area). 1731 <br />Waste Zero Specialists shall be dedicated to performing services for the SBWMA 1732 <br />and Member Agencies and Customers within the SBWMA Service Area. Their 1733 <br />main focus shall be on performing the tasks identified in the Public Education 1734 <br />and Recycling Technical Assistance Plan. In addition to the tasks defined in the 1735 <br />Public Education and Recycling Technical Assistance Plan, Agency recognizes 1736 <br />that Waste Zero Specialists will participate in Contractor’s employee programs 1737 <br />such as company training programs, occasional staff meetings, and other 1738 <br />activities, provided that such participation is commensurate with their position. 1739 <br />C. Content and Production Requirements. The SBWMA will prepare all public 1740 <br />education materials and request that they be reviewed by Contractor prior to 1741 <br />production. Contractor shall review and comment on the materials within two (2) 1742 <br />weeks of request from the SBWMA or Agency. Bill inserts shall be designed and 1743 <br />produced by the SBWMA with review and comment by Contractor, and approval from 1744 <br />the Agency. 1745 <br />The public education materials shall emphasize use of visual/graphic images as much 1746 <br />as practical. Furthermore, the materials shall include a clear listing of program 1747 <br />participation parameters and targeted materials. 1748 <br />All public education materials shall be printed on paper containing the highest levels 1749 <br />of recycled-content material reasonably practical. 1750 <br />The SBWMA shall develop a multi-lingual approach to preparing all public education 1751 <br />materials, and all public education materials shall be provided in both English and 1752 <br />Spanish. 1753 <br />D. SBWMA and Agency Responsibilities 1754 <br />SBWMA shall take primary responsibility for implementation of the public education 1755 <br />and outreach campaign that will be used to announce changes in Collection services. 1756 <br />Development of the public education and promotion strategy and implementation 1757 <br />schedule will be a collaborative process among Contractor, SBWMA, and Agency. 1758 <br />The SBWMA and Agency’s responsibilities with regard to public education and 1759 <br />promotion activities shall include, but not be limited to, the following: 1760 <br />1. Provision of public education to SFD, MFD, Commercial, and Agency Facility 1761 <br />Customers with a broad focus on waste prevention, reuse, and Recycling. 1762 <br />2. Preparation and distribution of newsletters for all SFD and MFD Occupants, at 1763 <br />frequency determined by SBWMA or Agency. 1764 <br />3. Preparation and distribution of Multi-Family Dwelling toolkits for MFD complex 1765 <br />Owners and managers. 1766 <br />4. Purchase of desk-side and other interior Targeted Recyclable Materials and 1767 <br />Organic Materials receptacles for Commercial Customers. 1768 <br />5. Purchase of Recycling Tote-Bags for distribution to MFD complexes. 1769 <br />6.2.B. - Page 57
