Vehicles used in the Collection of Solid Waste, Targeted Recyclable 2565 <br />Materials, and Organic Materials shall be thoroughly washed, and thoroughly 2566 <br />steam cleaned weekly so as to present a clean appearance. Agency may inspect 2567 <br />vehicles at any time to determine compliance with this Agreement. Contractor 2568 <br />shall also make vehicles available to the San Mateo County Health Department 2569 <br />for inspection, at any frequency it requests. 2570 <br />3. Repainting or Refurbishing. Contractor shall repaint or refurbish to the 2571 <br />satisfaction of the Agency all vehicles used in the Collection of Solid Waste, 2572 <br />Targeted Recyclable Materials, and Organic Materials within thirty (30) Business 2573 <br />Days’ notice from Agency, if Agency determines that their appearance warrants 2574 <br />painting. The cost for Agency-directed repainting shall be incurred by Contractor. 2575 <br />4. Maintenance. Contractor shall inspect each vehicle daily to ensure that all 2576 <br />equipment is operating properly. Vehicles which are not operating properly shall 2577 <br />be removed from service until repaired and operating properly. Contractor shall 2578 <br />perform all scheduled maintenance functions in accordance with the 2579 <br />manufacturer's specifications and schedule or in accordance with California 2580 <br />Highway Patrol standards, whichever are more stringent. Contractor shall keep 2581 <br />accurate records of all vehicle maintenance, recorded according to date and 2582 <br />mileage and shall make such records available to Agency upon request. 2583 <br />Hydraulic oil, engine oil, and other spills from Collection vehicles in the Service 2584 <br />Area are a concern to the Agency. Contractor shall include as part of 2585 <br />maintenance activities a process for tracking the number and nature of 2586 <br />automotive spills (type of fluid, amount lost, failure point) and diagnosing the 2587 <br />cause of those spills. Based on the results of the process, Contractor shall 2588 <br />implement appropriate corrective actions to address issues that are contributing 2589 <br />factors to vehicle spills (e.g., revise specifications for specific part failures, revise 2590 <br />preventative maintenance schedule to address timing of failures), so that each 2591 <br />occurrence is controlled and minimized. 2592 <br />5. Repair. Contractor shall repair, or arrange for the repair of, all of its vehicles and 2593 <br />equipment for which repairs are needed because of accident, breakdown, 2594 <br />hydraulic oil or engine oil leaks, or any other cause so as to maintain all 2595 <br />equipment in a safe and operable condition. If an item of repair is covered by a 2596 <br />warranty, Contractor shall obtain warranty performance. Contractor shall 2597 <br />maintain accurate records of repair, which shall include the date and mileage, 2598 <br />nature of repair and the verification by signature of a maintenance supervisor 2599 <br />that the repair has been properly performed. 2600 <br />6. Storage. Contractor shall arrange to store all vehicles and other equipment in 2601 <br />safe and secure location(s) in accordance with all applicable zoning regulations. 2602 <br />F. Operation. Vehicles shall be operated in compliance with federal, State, and local 2603 <br />laws and regulations including, but not limited to, the California Vehicle Code, the 2604 <br />regulations of the California Air Resources Board (CARB) Waste Collection Vehicle 2605 <br />Regulations as established in the California Code of Regulations Title 13 Section 2606 <br />2700 et seq.; and all applicable safety and local ordinances. Annually, Contractor 2607 <br />shall provide the SBWMA and Agency with documentation of such compliance for 2608 <br />each vehicle. For example, with regard to CARB regulations, such documentation 2609 <br />shall demonstrate, at a minimum, the vehicle number, make, model, year, control 2610 <br />technology used or planned, and the year that the control technology was applied or 2611 <br />6.2.B. - Page 76
