REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />March 26, 2018 <br /> <br />SUBJECT <br />Amendment to Extend Agreement Between the City of Redwood City and PSD <br />Software LLC by Four Years and to Modify Scope of Services. <br /> <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to execute Amendment No. 1 to the <br />Software License, Implementation and Maintenance Agreement between the City of <br />Redwod City and PSD Software LLC dba HiperWeb, extending the agreement by four <br />years, modifying the scope of services, and increasing the amount by $26,400, for a <br />total not to exceed agreement amount of $188,940. <br /> <br />BACKGROUND <br />The Public Works Services (PWS) Department consists of four divisions, tasked with <br />maintaining various classifications of City’s assets. Historically each division has tracked <br />and maintained records of these assets by using individual supporting systems and <br />technologies. PWS management staff determined that to improve operational efficiency, <br />a unified asset management system was needed. <br />On May 8, 2015, Public Works issued a request for proposals (RFP) titled “Redwood <br />City Public Works Work Order / Asset Management System.” Staff received seven <br />bids, and through an evaluation process, four finalists were invited to demonstrate their <br />product to PWS and IT staff. PWS staff then conducted a site visit with a current <br />customer of the recommended bidder to evaluate the software’s performance in real <br />world situations. PSD’s HiperWeb software was chosen and implemented in 2016. The <br />agreement provided for four potential one-year extensions of the annual HiperWeb <br />subscription. <br />PWS is now seeking to extend the contract by the full four years and include additional <br />funding to allow for software interfaces with the City’s Utility Billing System, and custom <br />forms, reports and mobile applications, as required. <br />ANALYSIS <br />PSD HiperWeb has shown their ability to deliver a functional work order and asset <br />management system for PWS.
