REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />March 26, 2018 <br /> <br />SUBJECT <br />Second Reading (Adoption) of Zoning Ordinance Amendments Regarding Short Term <br />Rental Regulations <br /> <br />RECOMMENDATION <br />Waive the Second Reading and Adopt the Zoning Ordinance Amendments <br /> <br />BACKGROUND <br />On January 8, 2018, the City Council introduced and approved amending the City Code <br />and Zoning Ordinance. On February 26, 2018, the City Council reintroduced the Zoning <br />Ordinance amendments and adopted the City Code amendments. <br /> <br />ANALYSIS <br />On January 8, 2018, the City Council waived the first reading and introduced two <br />ordinances regarding short-term rentals. The January 8, 2018 staff report is attached to <br />this report and contains additional background and analysis. The subject ordinances <br />make changes to the Transient Occupancy Tax (TOT) Ordinance and add a new <br />section to the Zoning Ordinance regulating Short Term Rentals. The City Council also <br />requested that staff bring back language that could limit the number of listings allowed <br />at any one time in a residence. <br /> <br />On February 26, 2018, the City Council waived the second reading and adopted the <br />City Code amendments to the TOT Ordinance. The City Council also waived the first <br />reading and reintroduced the Zoning Ordinance amendments that limited the number of <br />listings allowed at any one time to no more than two, per Council’s January 8 direction. <br />This addition to the Zoning Ordinance will help reduce potential parking and noise <br />impacts to nearby neighbors and support the residential character of the neighborhood. <br />This language is included in the attached ordinance. <br /> <br />If adopted, this ordinance will be effective 30 days from this action. However, the zoning <br />ordinance contains a year-long amnesty period to allow time for staff to develop a <br />registration process and for property owners to bring their properties into compliance. <br /> <br />ALTERNATIVES <br />The City Council may consider the following alternatives: <br /> <br />6.3.B. - Page 1
