<br />Mayor Ira opened the public hearing. <br /> <br />Public Comment: <br />Alan O'Driscoll of the Bay Area Geotechnical Group stated that his group <br />supported efforts to handle creek setbacks and runoff because it was good urban <br />design. He referenced the letter from J.R. Rodine Governmental Affairs <br />Consultant, and specified that they were hoping to see more flexibility in the <br />ordinance than was presently offered. <br /> <br />MIS Foust/Hartnett to close the public hearing. The motion passed by a <br />unanimous voice vote. <br /> <br />Council Members expressed various questions to Curtis Williams of M.H.A. <br />Environmental Consulting surrounding permits for setbacks, health and safety, <br />neighbors' concerns, setbacks, and variances for new materials as further <br />advances are made. <br /> <br />Mayor Ira remarked that Council would like to see some development on <br />Redwood Creek and that this could occur in the future while carefully balancing <br />environmental concerns. <br /> <br />Recommendation: <br />MIS Hartnett/Foust to introduce an Ordinance amending the Zoning Ordinance to <br />implement Stormwater Control programs, including but not limited to, reduction <br />of parking rates for multi-family and mixed use development in limited areas; <br />establishing creek setbacks along protected watercourses, and providing for <br />grandfathered facilities in the Industrial Districts. She gave an overview of the subcommittee's pursuits, including <br />meeting a number of times and conducting independent research to move <br />forward on analyzying what happened with the process.
