<br />6é'-/ <br /> <br />REPORT <br /> <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />December 5, 2005 <br /> <br />Subject <br />Consideration of Initiation of a Precise Plan for 439 Fuller Street (ULe Coeur de la Ville", <br />formerly Tuscan Tower) <br /> <br />Recommendation <br />1. The Planning Commission recommends that the City Council, by motion, agree to <br />the initiation of a Precise Plan for this address only. <br />2. If Council decides to direct staff to initiate a Precise Plan forthis site, staff should be <br />directed to ensure in the site specific Precise Plan that the permitted development <br />be consistent with the proposed Downtown Precise Plan (DPP). <br />3. If the City Council agrees to initiate such a Precise Plan, staff recommends approval <br />of the attached contract with MHA Environmental Consulting Inc., (MHA) who will <br />prepare the Precise Plan, manage the project through the review process, and <br />provide environmental review services. <br /> <br />Background <br />The consideration of initiation of a Precise Plan for this project was discussed by the <br />Planning Commission at their regular meeting of July 19, 2005. This meeting was also <br />attended by a member of the Housing and Human Concerns Committee. A copy of the <br />staff report and an excerpt of the Planning Commission minutes of the meeting dealing <br />with this issue are attached. <br /> <br />Staff's recommendation to the Commission was that they recommend initiation of a precise <br />plan to Council. This was predicated on two main factors: <br /> <br />1. The Commission and Council would have studied and made preliminary judgments <br />on issues like building height for the overall Downtown Precise Plan before a site <br />specific Precise Plan for this project could be completed. <br /> <br />2. The City's desire to give a positive message to developers interested in developing <br />residential projects in the downtown. <br /> <br />We have made it clear to the developer that while staff supports the Commission's <br />recommendation to initiate a precise plan, any plan for the site must be consistent with the <br />Downtown Precise Plan, currently in preparation. The developer has been put on record <br />that if Council approves a site specific Precise Plan for this parcel, staff will recommend <br />that the following, among other items, be in the plan: <br />
