IREPORT To the Honorable May. r.nd City cOuncll'2 E~'~ <br /> .-: ~!_Fr~m the City Mmnmger~ <br /> <br /> August 12, 2002 <br /> <br /> Subject <br /> Comprehensive Street Tree Maintenance Project <br /> <br /> Recommendations <br /> By resolution, approve the amendment to the Agreement for Comprehensive Street Tree <br /> Maintenance Project to The Professional Tree Care Company, of Berkeley, California, for <br /> the not-to-exceed amount of $331,800.00; and to amend the terms and conditions of the <br /> Agreement in three areas: (1) change the unit price for tree watedng to an houdy rate; (2) <br /> add soil drenching pesticide application to the contract; and (3) add trunk injection pesticide <br /> application to the contract. <br /> <br /> Background <br />The contract documents and specifications approved on June 11,2001 bythe City Council <br />contained a provision to continue the contract for up to four additional years at the same <br />price if agreed by the contractor and approved by the City. The Council awarded the <br />contract to the Professional Tree Care Company on August 13, 2001, in the amount of <br />$294,450.00. The Professional Tree Care Company has been performing the contract to <br />specifications and to the satisfaction of the City. They requested an extension of the <br />contract for an additional year at the same unit bid prices. <br /> <br />Staff recommends extending the existing contract for an additional year and increasing <br />the yearly contract amount by $37,350.00 from the prior year. The total contract <br />amount for the period from September 1, 2002 through August 31, 2003 will be <br />$331,800.00. <br /> <br />Amendments <br />Staff recommends the approval of three amendments to the existing contract. The <br />amendments reduce the cost of tree watering and increase the City's options for pest <br />control that were not bid items in the original contract: <br /> <br />(1) The first recommended change to the contract unit pricing will be to switch from a per <br />tree unit price for watering to an hourly rate. This change will reduce the tree watering unit <br />bid price from $15.00 per tree to $65.00 per hour houdy rate. This change was discussed <br />with the contractor and is recommended by staff after evaluating the tree watering <br />production and pricing. The number of trees to be watered by the City is increasing with <br />the increased tree planting efforts. Trees are arranged geographically on lists provided to <br />the contractor. The cost per tree at the new houdy rate is projected to be between $4 and <br />$5 per tree depending on the particular route. The City will receive the service for less cost <br />and the contractor is agreeable to the hourly pricing. <br /> <br />(2) The second recommended change to the contract will be to include soil drenching of <br />pesticides at the same $25.00 per tree unit price as tree spraying.
