This bid item was not in the original bid <br /> package. <br /> <br /> (3) The third recommended change to the contract will be to add a bid item for the trunk <br /> injection of pesticides at a unit price based on the size of the tree - $6 per eight-inches of <br /> tree trunk circumference. This pesticide application introduces systemic insecticides into <br /> the tree's vascular system through the trunk with minimal damage. Trunk injection <br /> provides a similar application of systemic insecticides without waiting for the soil injected ' <br /> material to be moved through the roots (typically three months). The cost for a typical City <br /> street tree of 18 inches in diameter would be $42. This bid item was not in the original bid <br /> package. <br /> <br /> Scope of Services <br /> The street tree maintenance contract provides street tree maintenance services to the City. <br /> One three-person crew is hired for the full length of contract as needed for street tree <br /> maintenance services. A second crew will be scheduled for six months to concentrate only <br /> on block pruning. The contract also provides emergency services (if needed), tree planting, <br /> stump removal, and tree spraying services. The contract street tree maintenance services <br /> are essential to the City's on-going street tree maintenance program. <br /> <br /> Alternatives <br /> The alternative to extending the contract is to re-bid the contract. This will require at least <br /> 60 days to complete and involves considerable staff time. Staff does not believe a savings <br /> will be realized by a new bid. Staff pursued the multiple year tree maintenance contract <br /> lanauage provision to reduce staff workload, develop a long-term relationship with a viable <br /> tre~ maintenance contractor, and control costs. The current contract is accomplishing <br /> these goals. <br /> <br /> Fiscal Impact <br /> Funds have been requested for appropriation in the FY 2002-2003 Street Tree <br /> Maintenance Budget in the amount of $364,300. Tree maintenance contract expenditures <br /> were budgeted at $331,800. The remainder of the budgeted amount will be used for the <br /> contract Tree Preservation Ordinance permit inspection process which governs trees on <br /> private property, and the annual Elm Leaf Beetle control spray on Oakwood Boulevard. <br /> <br /> Staff will not initiate this contract until the City Council has formally approved the 2002- <br /> 2003 budget.
