California Register; <br />(5) The Project meets all of the historic preservation requirements of the DTPP <br />including the Exception to the Historic Resources Preservation Standards <br />process. <br />The HRAC adopted Resolution No. 17-02 and forwarded a recommendation of approval <br />for the Project; and <br />WHEREAS, on September 7, 2017, the Architectural Advisory Committee (AAC) held <br />a duly noticed public hearing to consider the Project including the ten requested DTPP <br />guideline deviations, and forwarded a recommendation of approval for five of the ten deviation <br />requests; and <br />WHEREAS, on November 2, 2017, the AAC held a duly noticed public hearing to <br />consider the Project and the remaining five guideline deviation requests, and forwarded a <br />recommendation of approval for a total of six of the ten deviation requests that relate to <br />Maximum Establishment Length, Facade Height Articulation, Building Base Facade <br />Composition, Building Middle Fagade Composition, General Private Frontage Regulations, and <br />Parking Space Design for tandem parking spaces. The AAC did not recommend approval of <br />the remaining four deviation requests related to the parking garage design and operation; and <br />WHEREAS, the Commission is empowered by Redwood City Municipal Code Chapter <br />18, Article XI, Section 18.60 et seq., to consider and recommend amendments to the General <br />Plan to the City Council; and <br />WHEREAS, Section 18.63 of the Redwood City Municipal Code requires the affirmative <br />vote of at least four (4) members of the Commission to recommend a General Plan Amendment; <br />and <br />WHEREAS, on March 20, 2018, the Commission held a duly noticed public hearing in <br />accordance with all applicable requirements of the State Planning and Zoning law, the <br />Redwood City Zoning Ordinance, and the Redwood City Municipal Code to 1) receive public <br />comments on the Draft SEIR and 2) make recommendations to the City Council on the various <br />project entitlements. The public comment period for the Draft SEIR will be open from February <br />28, 2018 through April 13, 2018; and <br />WHEREAS, on March 20, 2018, the Commission considered the staff reports, <br />materials and documents, and oral and written testimony presented by all those wishing to be <br />heard on this Project; and <br />WHEREAS, on March 20, 2018, the Commission reviewed the Draft Supplemental <br />Environmental Impact Report (SEIR), including all technical background reports and <br />appendices, and determined that the information contained therein was adequate for <br />purposes of providing a recommendation to the City Council on the requested project <br />entitlements; and <br />WHEREAS, the Commission has determined that the proposed Project is consistent <br />with and would further the purpose of and appropriately implement the General Plan <br />and Downtown Precise Plan goals, development standards as amended to increase the office <br />development cap, and urban design guidelines and applicable provisions of the Redwood <br />City Municipal Code and Zoning Ordinance. <br />ATTY/RESO.0019/PC RESO RECOMMENDING APPROVAL OF GENERAL PLAN — 851 MAIN STREET <br />REV: 03-15-18 PR <br />Page 2 of 6 <br />
