<br /> <br />ANALYSIS <br />The PREP Initial Study provided a high-level evaluation of facilities and costs to <br />implement a regional indirect potable reuse project on the San Francisco Mid- <br />Peninsula. The intent of the work has been to provide an initial screening of key <br />information for the Parties to determine whether to proceed with continued exploration <br />of, and investment in, potable reuse through this partnership. Based on the findings <br />from the PREP Initial Study, it appears possible that an indirect potable reuse project <br />could offer benefits for the region. <br /> <br />Representatives from each agency have formed a Technical Advisory Committee (TAC) <br />to review the findings in the PREP Initial Study, to determine next steps, and develop <br />scope and priorities for the continued exploration and evaluation of potable reuse in the <br />mid-peninsula region. <br /> <br />Of the three project alternatives in the initial study the TAC recognized surface water <br />augmentation at the Crystal Springs Reservoir to be the most feasible, and has <br />developed a scope of work that will: <br />· Further define the project <br />· Identify regulatory requirements and environmental impacts <br />· Consider institutional issues <br />· Refine project cost estimates <br />· Conduct a high-level cost-benefit analysis and <br />· Identify funding opportunities and limitations. <br /> <br />In addition, Amendment No. 1 to the Potable Reuse Exploratory Plan formally adds the <br />City of Redwood City and the City of San Mateo as parties to the MOU. <br /> <br />ALTERNATIVES <br />The City Council may choose not to participate in this regional effort and direct staff to <br />continue to develop existing water supply reliability options through conservation and <br />expansion of the non-potable uses of recycled water. However, it is Staff’s belief that <br />the potable reuse of recycled water offers the greatest potential for additional potable <br />water supplies for the future needs of the City. <br /> <br />FISCAL IMPACT <br />Funding for the City’s share of this study ($10,000) is available in the Water Operating <br />and Capital Projects Funds. <br /> <br />ENVIRONMENTAL REVIEW <br />6.1.A. - Page 2
