REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />April 9, 2018 <br /> <br />SUBJECT <br />City Participation in Potable Reuse Exploratory Plan Through Amended Memorandum <br />of Understanding with Regional Partners <br /> <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to Execute Amendment No. 1 to the <br />Memorandum of Understanding Between the Bay Area Water Supply and Conservation <br />Agency, California Water Service Company, San Francisco Public Utilities Commission, <br />Silicon Valley Clean Water, the City of San Mateo, and the City of Redwood City to <br />Participate in the Potable Reuse Exploratory Plan, which calls for the City of Redwood <br />City to contribute funds in the Amount of $10,000 for the continued evaluation of the <br />potable reuse of recycled water <br /> <br />BACKGROUND <br />The Potable Reuse Exploratory Plan (PREP) is an effort initiated by the Bay Area Water <br />Supply and Conservation Agency (BAWSCA), California Water Service Company (Cal <br />Water), the San Francisco Public Utilities Commission (SFPUC), and Silicon Valley <br />Clean Water (SVCW), in November 2016 to study potable reuse opportunities in the <br />Mid-Peninsula region. During the course of this study, the City of Redwood City and the <br />City of San Mateo expressed interest in participating in the study to investigate potable <br />reuse opportunities in the region. Together, the PREP parties recognize that regional <br />collaboration offers opportunities to address multiple water supply and wastewater <br />challenges, while realizing the benefits of shared infrastructure, asset recovery, <br />economies of scale, and a more competitive strategy to pursue funding, in addition to <br />enhancing regional self-reliance through integrated water management. <br /> <br />The PREP Initial Study was completed in December 2017 and evaluated project <br />alternatives for Groundwater Reuse Replenishment (GRR) in the San Mateo Plain <br />Basin, and Surface Water Augmentation (SWA) at Crystal Spring Reservoir (CSR) and <br />Bear Gulch Reservoir. Effluent from the SVCW facility and from the San Mateo <br />Wastewater Treatment Plant were evaluated as potential sources of supply for the GRR <br />and SWA alternatives. Both supply sources would require additional treatment at an <br />advanced water purification facility (AWPF) located near the SVCW facility, and a <br />conveyance system to the reservoirs and/or groundwater basin. <br /> <br /> <br /> <br />6.1.A. - Page 1
