REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />March 26, 2018 <br /> <br />SUBJECT <br />Local Minimum Wage in Redwood City <br /> <br />RECOMMENDATION <br />Waive first reading and introduce an Ordinance to add Chapter 46 “Minimum Wage <br />Ordinance” to the Redwood City Code adopting an increase of the minimum wage for <br />employees working within the city of Redwood City to fifteen dollars ($15.00) per hour <br />by 2020 and finding that the proposed ordinance is not a project under CEQA and, in <br />any event, exempt under Section 15061 of the CEQA guidelines <br /> <br />BACKGROUND <br />As part of the annual budget approval process in June 2017, the City Council <br />determined that it would be appropriate to consider increasing the local minimum wage <br />for employers who maintain a business in the City or perform any work/service within <br />the City limits. At a September 25, 2017 Study Session, staff presented an <br />informational report related to the minimum wage, and the City Council provided the <br />following policy direction: <br /> <br />· Develop a minimum wage ordinance that increases the minimum wage to $15.00 <br />per hour in Redwood City faster than the State of California’s minimum wage, <br />which will reach $15.00 per hour by 2022; and <br />· Not to include exceptions in the minimum wage ordinance; and <br />· Seek business and community input on timing and the potential phasing of a <br />local minimum wage increase <br /> <br />Over the past five months, City Councilmembers and City staff have conducted a robust <br />outreach program to business owners and residents about the proposed increase to the <br />local minimum wage. Staff prepared the draft ordinance after considering feedback <br />received. The Finance and Audit Sub-committee members reviewed the feedback <br />received in the community outreach process and the draft local minimum wage <br />ordinance. Though Sub-Committee members preferred differing schedules for phasing <br />in a local minimum wage in Redwood City, Sub-Committee members generally <br />Attachment 26.3.A. - Page 12
