· The aesthetics of the design and site development of any building, monument, or <br />other structure to be constructed or acquired by the City; <br />· Upon request therefor, any matter affecting the beauty and culture of the City. <br />With the interest in public art growing, and requests for new public art to be placed in <br />certain locations throughout the City, the Commission recognized that a consistent and <br />comprehensive review and approval process needed to be formally adopted. In October <br />2012, the Mayor appointed two Councilmembers to serve with the Civic Cultural <br />Commission’s Public Art Subcommittee to form a Public Art Task Force. <br />The Public Art Task Force and the Civic Cultural Commission worked together to create <br />a “Public Art Master Plan” that provided review and approval processes as well as <br />identified “art corridors” within the City for potential locations for public art. This plan was <br />approved by the City Council on July 22, 2013. <br />Since this time, the interest in public art has blossomed in many ways. This includes the <br />creation of the Utility Box Mural Program; the Commercial Way Mural Corridor Program; <br />partnerships with the Redwood City Improvement Association for “Shadow Art” and the <br />“Floral and Fauna” murals in Downtown Redwood City; and the passing of the public art <br />ordinance by the City Council on June 27, 2016. <br />The 2013 Public Arts Master Plan has served the Civic Cultural Commission, the Public <br />Art Task Force, and staff very well. However, because of increased public interest and <br />numerous suggestions for additional public art concepts, staff, Commissioners, and <br />Task Force members agreed that a new Public Art Master Vision was needed to provide <br />aesthetic direction to ongoing public art initiatives in Redwood City. <br /> <br />ANALYSIS <br />The Civic Cultural Commission, the Parks, Recreation and Community Services <br />Department, ARTSRWC, the Parks and Arts Foundation, the Redwood City <br />Improvement Association (RCIA) and other public art champions have collaborated on a <br />number of significant art initiatives over the years. This has included building murals, <br />utility box murals, “The Heron” sculpture, “Harambee”, “Chase the Chill”, “Redwood City <br />Pages”, RCIA’s “Sidewalk Shadow Art”, “From Flora to Fauna” art, and more. The City <br />has also acquired the iconic “Pirate Ship” from internationally renowned artists, Ilya and <br />Emilia Kabakov, with the intention of creating an interactive art imagination space <br />adjacent to the Redwood Shores Library. <br /> <br />Further, in the public art ordinance the City Council approved a requirement that certain <br />commercial developers contribute public art equal in value to 1% of the project’s value <br />and approved a contribution to the Public Art Fund of 1% of the City’s capital outlay <br />budget. With all of these efforts, it became apparent that a professional study was <br />needed to create a vision plan for the future. Fung Collaboratives, an arts and curatorial <br />organization, was selected through a competitive process, to lead the Master Vision <br />effort. <br />8.A. - Page 2
