04/09/2018 <br />WHEREAS, although it is the City's policy to charge for the full costs of services, <br />the City Council wishes to discount certain fees to further certain policy goals and such <br />discounts are to be subsidized solely by money from the City's General Fund; and <br />WHEREAS, the City has also identified services related to solar inspections that <br />must be subsidized by the General Fund in order to be in compliance with Government <br />Code 66015 relating to solar energy; and <br />WHEREAS, in order to better achieve the City's policy and cost recovery goals, <br />the City Council deems it advisable and in the best interests of the City to adopt and <br />amend certain Community Development and Fire Department Fees as set forth on Exhibit <br />A, which is attached hereto and incorporated herein by reference (the "Proposed <br />Fees"); and <br />WHEREAS, the City Council desires to adopt an ordinance authorizing the Council <br />to grant deferrals for the payment of fees related to development of real property, which <br />ordinance was introduced during the City Council meeting on April 9, 2018 (the "Ordinance <br />for Fee Payment Deferrals"); and <br />WHEREAS, a duly -noticed public hearing was held by the City Council on April 9, <br />2018 to review the Proposed Fees; and <br />WHEREAS, at least ten (10) days prior to the public hearing, the City made <br />available to the public data indicating the amount of cost, or estimated cost, required to <br />provide the services for which the Proposed Fees will be charged and the revenue <br />sources anticipated to provide the services, including general fund revenues; <br />NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Redwood <br />City as follows: <br />1. The above recitals are accurate, constitute findings in this matter, and are <br />hereby incorporated into this reference. <br />2.
