04/09/2018 3. The Proposed Fees are hereby approved and adopted. Where Exhibit A indicates that a Proposed Fee exists prior to the date of this resolution, such Fee is hereby amended to match the amount and description indicated in Exhibit A. Where Exhibit A shows a Proposed Fee in strike -through text, such Fee is hereby rescinded. 4. Commencing on July 1, 2019 and on July 1 of each fiscal year thereafter, the Proposed Fees shall be administratively revised and increased annually by a factor equal to the net change in average City salaries and benefits costs for that fiscal year. Such net change is measured by dividing the average budgeted City salary and benefit costs for the fiscal year in which the change is to become effective by the average budgeted City salary and benefit costs for the prior fiscal year. The average budgeted City salary and benefit costs for any fiscal year shall be determined by dividing the total budgeted salary and benefit costs by the expected total number of full-time equivalent employees for that fiscal year. Notwithstanding the foregoing, in no event shall the annual administrative revision described in this Section 4 apply to any fees and charges established by other agencies or as otherwise may be prohibited by applicable law. 5. If there are any conflicts between the fees adopted in this resolution and fees adopted by any prior resolution or fee schedule, the fees adopted pursuant to this resolution shall control. 6. If the Ordinance for Fee Payment Deferrals is adopted by the City Council, staff is directed to add the following language to the City's Master Fee Schedule and any other applicable schedule published by the City: "Deferral of payment of fees related to the development of real property, other than the Parks Impact Fee, may be granted by the City Council in accordance with Ordinance No. . For deferral of payment of the Parks Impact Fee, see Section 18.258(C) of the Redwood City Code." The blank in the forgoing sentence shall be filled with the official number of the adopted ordinance. 7. This activity is not a project under the California Environmental Quality Act (CEQA) as defined in CEQA Guidelines, Section 15378, because it has no potential for resulting in either a direct or a reasonably foreseeable indirect physical change in the environment. 8. This resolution shall be effective July 1, 2018, except that Section 6 shall be effective upon effectiveness of the Ordinance for Fee Payment Deferrals.
