attached RFP) such as quality and completeness of proposal, proposer’s qualifications <br />and experience record, cost, timeliness of service and compliance with applicable <br />regulations. <br /> <br />The RFP requires the proposer to be a certified Flygt repair facility. This is essential to <br />preserve the manufacturer warranty of the pumps. Shape Inc. is the exclusive factory- <br />authorized distributor of Flygt pumps and accessories for the municipal market in <br />Northern California. Shape Inc. also has a certified Flygt repair facility located in <br />Stockton, California. Pump Repair Services Co., the second proposer, is not a certified <br />Flygt repair facility and therefore does not meet the RFP requirements. <br /> <br />The proposed contract amount of $704,810 (for five years) includes a portion for <br />preventive maintenance ($329,810) with the remaining contract amount ($375,000) to <br />be used for extra work for unexpected repairs. The extra work portion is an estimate <br />and will be paid based on actual work done. An exact comparison could not be <br />performed between the two proposers for the total contract amount as Pump Repair <br />Services Co. did not provide an hourly labor rate. However, Staff was able to compare <br />the preventive maintenance portions of the proposals and Shape Inc. is priced lower <br />than Pump Repair Services Co. ($329,810 versus $340,358) even though Shape Inc. <br />assumed a higher number of pumps in their estimate. <br /> <br />Our previous contract for pump repairs was Xylem, which is no longer servicing this <br />area and did not submit a proposal. While Shape Inc. has not performed work for the <br />City in the past, they have done similar work for other cities in Northern California. Staff <br />also visited the company’s repair facility, met with their staff and spoke to their <br />references. Staff is confident that Shape can provided the necessary services as per <br />the Contract requirements. <br /> <br /> <br />ALTERNATIVES <br />Council may elect not to approve this request. However, staff strongly recommends <br />entering into a preventative maintenance agreement to ensure continued routine <br />preventative maintenance checks on the pumps, and the systems needed to run them, <br />to avoid potential issues that are not diagnosed and addressed right away. If issues are <br />not resolved in a timely manner, the issues could result in more wear and tear on the <br />pumps and support systems, therefore resulting in more expensive repairs or <br />replacements. <br /> <br />FISCAL IMPACT <br />Funding for preventative maintenance and repair services is contained in the Sewer <br />Operating and Capital Projects Funds. <br />6.1.A. - Page 2
