REPORT
To the Honorable Mayor and City Council
From the City Manager

March 26, 2018

SUBJECT
General Services Agreement for Annual Preventative Maintenance of Flygt Sewer and
Storm pumps

RECOMMENDATION
By motion, approve and authorize the City Manager to execute a five-year General
Services Agreement with Shape Inc., in an amount not to exceed $704,810 for
preventative maintenance and on-call repair of the City’s Flygt brand pumps, and find
that the project is exempt from the requirements of California Environmental Quality Act
(CEQA) under CEQA Guidelines Section 15301

BACKGROUND
The City of Redwood City relies on constantly running sewer pumps to ensure the
smooth and safe conveyance of wastewater, and to minimize the risk of sanitary sewer
overflows. Storm pumps are relied upon during wet weather events to minimize flooding
throughout the City. A number of years ago, the City standardized the brand of pumps,
Flygt brand pumps, used in the sanitary sewer and storm water systems to ensure
reliability and durability. Standardization reduces confusion related to a variety of pump
makes and models, allows the City to use the same pump in all sewer pump stations,
and enables the City to reduce its training needs and spare parts inventory.
The City operates 31 sanitary sewer pump stations and nine storm water pump stations.
In each sanitary sewer pump station, there are two submersible Flygt sewage pumps;
there are 15 Flygt storm pumps in the storm water pump stations.

ANALYSIS
The Public Works Services (PWS) Department released a Request for Proposals (RFP)
on November 17, 2017. The RFP required that respondents be Flygt certified. On
January 11, 2018, the City received proposals from Shape Inc., and Pump Repair
Services Co.

Staff reviewed both proposals and is recommending Council approve an agreement
with Shape, Inc. Proposals were evaluated based on several factors (fully listed in the
6.1.A. - Page 1
