The City is required to provide a 30-day comment period for <br />the Consolidated Plan and the Annual Action Plan prior to the review and adoption by <br />Council. The comment period began on March 24, 2018 and concludes on April 23, <br />2018. Staff will report on comments received at the April 23, 2018 City Council hearing. <br /> <br />ALTERNATIVES <br />Council may comment on the proposed priorities and direct modifications with the <br />understanding that the revisions apply to the funding allocation process for FY18/19 <br />only. If substantial changes are recommended by the City Council, further review by the <br />HHCC and Planning Commission will be conducted before the priorities are finalized for <br />the remaining four Annual Action Plan years 2019-2022. This will allow the 2018-2019 <br />funding allocation process to proceed according to the Federally-required schedule. <br /> <br />FISCAL IMPACT <br />Adoption of the Consolidated Plan and Annual Action Plan positions the City to receive <br />an estimated $4.25 million over the five-year Consolidated Plan period. These funds <br />help the City and subcontractors leverage additional funds to support programs and <br />activities that benefit Redwood City residents. <br /> <br />ENVIRONMENTAL REVIEW <br />All of the activities proposed for funding have been determined to be exempt or <br />categorically excluded under the National Environmental Protection Act (NEPA), or will <br />7.A. - Page 7
