REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />April 23, 2018 <br /> <br />SUBJECT <br />Hopkins Avenue – Conceptual Design for Traffic Calming Improvements <br /> <br />RECOMMENDATION <br />By motion, approve the conceptual traffic calming design for the Hopkins Avenue <br />corridor, and authorize staff to develop construction-level design, working with the <br />residents of each block on the number and placement of medians <br /> <br />BACKGROUND <br />Hopkins Avenue is a “collector street” in a residential neighborhood. This street <br />connects residents to local destinations (e.g. Stafford Park) and to roads that access <br />other local and regional destinations (e.g. Alameda de las Pulgas and El Camino Real). <br />The segment of Hopkins between Alameda de las Pulgas and El Camino Real has <br />generated numerous resident requests to reduce speeds, discourage illegal driving <br />behavior, and increase safety for roadway users. <br /> <br />To manage the volume of traffic calming requests received, all requests within the City <br />are prioritized on an annual basis. In early 2017, Hopkins Avenue was the highest <br />ranked location and the City initiated a formal traffic calming process to develop a <br />conceptual street design to reduce vehicle speeds and to increase safety for all road <br />users on Hopkins Avenue. <br /> <br />Over the past year, the City’s consultant, Kimley-Horn, in conjunction with City staff, <br />developed a preferred conceptual design for Hopkins Avenue between <br />Alameda de las Pulgas and El Camino Real. The general process was: <br />· Evaluated existing conditions through a traffic study, including input from the Police <br />Department <br />· Solicited community input on issues for the corridor and on potential design <br />concepts (neighborhood meetings and web survey) <br />· Developed a draft corridor design to address undesirable driving behavior and safety <br />concerns, taking into account community feedback on design concepts <br />· Solicited community feedback on the draft corridor design and reviewed the design <br />with the Fire Department <br />· Surveyed residents to gauge neighborhood support for the conceptual plan <br />8.A. - Page 1
