Proposed Five Year CIP Requests by Functional Area (in millions)

Transportation projects require the most funding by far, estimated at $231 million over
all five years, and $222 million if excluding FY 2018-19. Transportation projects are
usually long term infrastructure projects that involve multiple interest groups and funding
sources such as the 101/84 Interchange project and Whipple Avenue Grade Separation
project. Other areas such as sewer, parks, water and storm water will also need
significant investment in the near future. Funding for parks renovation and amenity
upgrades, and storm water infrastructure improvements will need to be secured. A
complete list of proposed projects is provided in Attachment 3, and detailed project
descriptions are included with Attachment 4.

Current revenue estimates forecast $93.5 million will be available for CIP projects for
fiscal years 2019-20 to 2022-23. This only meets 21% of the total project request
leaving a wide gap between needs and projected resources.

Current Year (FY 2017-18) CIP and Existing Project Status

The current fiscal year CIP program included $38.3 million in funding for 59 projects,
excluding existing project balances. The current CIP fund balance as of April 2018 is
$98 million.
