As consumers “cut the cord” from their cable company and receive content <br />through streaming services, City capital revenues are affected because the UUT is <br />charged on cable services but not on streaming services. <br /> <br />There are several approaches for increasing capital project revenues in order to <br />address the gap between needs and resources. The City may benefit if voters approve <br />Proposition 68 on the June 2018 ballot. If passed, cities statewide will be eligible for at <br />least $1.69 billion for park improvements, water infrastructure and projects, and climate <br />programs. Every city in the state would receive a per capita allocation of at least <br />$200,000 for their parks. Also significant is the $750 million grant fund Proposition 68 <br />would establish for competitive grants for safe neighborhood parks. Cities will be able to <br />apply for many other grants to fund clean water projects, stormwater upgrades, local <br />parks and coastal and climate resiliency projects. <br /> <br />Additionally, SB 231 recently expanded the definition of sewer to include systems that <br />apply to surface or storm waters. Staff will conduct research to determine if sewer <br />funding may be used for storm water projects. <br /> <br />Other revenue options for future consideration include: <br />· Establishing a new utility (potentially to address stormwater needs) <br />· Increasing the UUT and/or applying it to video streaming services <br />· Seeking bond measures for capital projects <br />· Establishing new improvement districts <br /> <br />Many of these options would require voter approval and staff will seek direction in the <br />future on approaches to address the funding gap, especially in the areas of parks, storm <br />water and transportation. <br /> <br />Requested City Council Direction <br /> <br />City Council direction is requested on the following: <br />· Do projects identified in the proposed FY 2018-19 CIP and five year CIP reflect <br />the Council’s priorities? <br />· Are there projects that the Council would like to remove from the CIP in order to <br />include new projects? <br /> <br />ALTERNATIVES <br />The City Council may direct staff to include or exclude specific projects in the proposed <br />FY 2018-19 and five year CIP. <br /> <br />9.A - Page 12
