REPORT To the Honorable Mayor and City Council From the City Manager April 23, 2018 SUBJECT Adoption of a Resolution Identifying the 2018-19 Pavement Management Program in Accordance with the Streets and Highway Code for Road Maintenance and Rehabilitation Account (RMRA) Funds Generated as a Result of Senate Bill 1 (SB1), the Road Repair and Accountability Act of 2017 RECOMMENDATION Approve a resolution identifying the 2018-19 pavement management program in accordance with the Streets and Highways Code for RMRA Funds BACKGROUND On April 28, 2017, California adopted Senate Bill 1 (SB1), also known as the “Road Repair and Accountability Act of 2017”. A portion of funds generated from this Act can be used for municipal road and street maintenance through the related “Road Maintenance and Rehabilitation Account” (RMRA). In order for cities to receive these funds, cities must adopt a resolution identifying proposed projects by May 1, 2018. The resolution in Attachment 1 identifies the proposed projects for the City’s “Pavement Management Program”. “Projects” in the Program are specific street segments that will receive pavement repairs. The City is required to report the project lists to the California Transportation Commission. ANALYSIS The City is projected to receive approximately $1.4 million of RMRA funds for Fiscal Year (FY) 2018-2019. Staff has developed the 2018-19 Pavement Management Program to receive RMRA funds and will recommend allocating those funds in the FY 2018-19 Capital Improvement Program at the June 11, 2018 City Council meeting. The program is intended to extend the useful life of the streets in the project area by 8 to 15 years. The Roadway Pavement Management Program will address roadway pavement repair and replacement. The Program inventories, assesses and tracks maintenance of the City’s roadways. The City uses the Metropolitan Transportation Commission’s 6.3.A. - Page 1
