REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />April 23, 2018 <br /> <br />SUBJECT <br />Resolution of the City Council Awarding a Contract for the Redwood City School District <br />- Safe Routes to School Project <br /> <br />RECOMMENDATION <br />Adopt a Resolution: <br />1. Approving the contract documents and awarding the standard form contract 00520 <br />for the Redwood City School District - Safe Routes to School Project to Sposeto <br />Engineering, Inc. of Livermore, California for their responsive and responsible low base <br />bid in the amount of $728,066.40; <br />2. Authorizing the City Manager to increase the contract amount, if necessary, up to <br />10% of the amount awarded; <br />3. Finding that the project is exempt from the requirements of the California <br />Environmental Quality Act (CEQA) under CEQA Guidelines Section 15302 <br />(Replacement or Reconstruction); and <br />4. Approving an appropriation amendment to the Fiscal Year 2017-2018 Various <br />Transportation Grants Fund to increase revenues and expenditures by $46,220 <br /> <br />BACKGROUND <br />In 2013, five schools within the City of Redwood City participated (Adelante, Hawes, <br />John Gill, Roosevelt, and Roy Cloud) in the City’s Safe Routes to School walking audits. <br />The walking audits produced recommended routes and improvements along these <br />routes to better accommodate the safety and comfort of students walking/biking to the <br />five schools. The recommendations were presented at follow-up community meetings at <br />each school, discussed and vetted by parents, teachers, and school staff. <br /> <br />On January 27, 2014, the City Council authorized staff to apply for Measure A and <br />Transportation Development Act (TDA) Article 3 grant funds. The significant community <br />benefits, and Council and community support, allowed staff to secure funding within the <br />same year for the Plans, Specifications & Estimate (PS&E) and Construction for <br />$976,780.00 from Measure A funds and $46,220.00 from TDA Article 3 funds. After <br />securing funding, staff selected a designer through the Request for Proposal process <br />and entered into an agreement with the designer on April 21, 2015.
