review of the 95% design plans in September 2016 and accepted 100% plans in August 2017. Staff spent the following months on value engineering and preparation for advertisement. The Measure A grant funds are appropriated in the Fiscal Year 2017- 2018 budget while the TDA Article 3 grant funds will be appropriated. Both grant fund sources will be used to pay for both construction and City staff time in support of the project; Measure A grant funds have been used for design costs. All five schools are considered high activity centers with fields and playgrounds that are open to the public outside of school hours. Many people visit the schools even outside of school hours. In general, the project will make the following improvements outside the above- mentioned schools: · Installation of new signage and high visibility crosswalks to increase awareness of school children; · Installation of accessible sidewalk and curb ramps; · Installation bulb-outs to reduce length of crosswalk. These improvements, along walking school routes, will increase the safety of children walking and biking to school and benefit people who visit the schools for recreational sports. Additionally, some of the improvements will be constructed along collector and arterial streets within the City, such as new curb ramps, new bulb-outs, and high visibility crosswalks at the intersections of Jefferson Avenue/Hawes Street, Jefferson Avenue/Seminole Way, and Roosevelt Avenue/Iris Street. These improvements also benefit the pedestrians and bicyclists who pass by these schools. In accordance with City requirements, the City recently completed the advertising and bidding process to construct the permanent pedestrian improvements. ANALYSIS The project generally consists of the following improvements: 1) Curb, gutter, sidewalk, driveway and curb ramps 2) Bulb-outs at intersections of Jefferson/Hawes, Jefferson/Seminole and Roosevelt/Iris 3) Storm drain inlets and pipes 4) Median island reconstruction at intersection of Jefferson/Hawes 6.3.B. - Page 2
