Construction, Inc. – San Mateo $1,052,544.10 <br /> <br />Engineer's Estimate <br />$1,000,000.00 to <br />$1,200,000.00 <br />Recommended Bidder: Sposeto Engineering, Inc. <br />Substantiation: Sposeto Engineering, Inc. is the lowest responsive and responsible <br />bidder <br /> <br />The low bid of $728,066.40 submitted by Sposeto Engineering, Inc. is approximately <br />27% lower than the engineer’s estimate of $1,000,000. The $1,000,000 is the <br />engineer’s estimate based on the original design. In the months prior to advertising the <br />project, staff value engineered the project, such as eliminating excess storm drain <br />improvements and reducing the area of concrete/asphalt concrete conforms. Staff <br />decided not to reduce the engineer’s estimate due to the trend of high bid prices for <br />recent projects with similar improvements. However, analysis of the two lowest bids <br />showed that some of the concrete bid prices were still lower than expected. The lower <br />than expected prices can be attributed to the difference in project location. The other <br />projects were constructing improvements exclusively at high usage roadways, such as <br />Middlefield Road and Brewster Avenue. The mixture of residential area and high traffic <br />roadways in this project allow the contractor to have an easier time to secure the job <br />site and manage delivery of concrete. <br /> <br />Construction is expected to begin at the end of May 2018, and to conclude within 120 <br />calendar days. City staff will develop an outreach plan, and give notice to all residents, <br />businesses, schools and organizations who might be affected by the construction. <br />Furthermore, staff will coordinate the construction and work with the schools to do work <br />during the summer break to the maximum extent possible. <br /> <br />ALTERNATIVES <br />Council may also choose not to amend the budget nor award the contract and direct <br />staff to redesign and/or rebid this project. <br /> <br /> <br />6.3.B. - Page 3
