REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />April 23, 2018 <br /> <br />SUBJECT <br />2018-2022 Consolidated Plan and Fiscal Year 2018/19 Annual Action Plan for the <br />Community Development Block Grant (CDBG) and HOME Investment Partnership <br />(HOME) Programs <br /> <br />RECOMMENDATION <br />1. Adopt a resolution to approve the 2018-2022 Consolidated Plan/Annual Action Plan <br />and authorize the City Manager to execute and file documents submitting the Plan to <br />the U.S. Department of Housing and Urban Development (HUD); and <br />2. By motion, authorize the City Manager to execute funding agreements with <br />organizations identified in the Annual Action Plan <br /> <br />BACKGROUND <br /> <br />Consolidated Plan <br />As a condition of receiving federal funds from the Department of Housing and Urban <br />Development (HUD) the City must prepare, adopt, and submit a five year Consolidated <br />Plan (Plan) to HUD. The Plan is a strategic policy document that provides priorities and <br />strategies for addressing the needs of low-income community members over a five-year <br />period, 2018-2022. <br /> <br />The process for preparing the Plan involves assessing the needs of the community with <br />stakeholders. Through this process, the City establishes priorities and strategies for the <br />use of the federal funding resources. The 2018-2022 Consolidated Plan consists of four <br />major components: a Community Needs Assessment; the five-year Priority Needs and <br />Strategies; an Assessment of Fair Housing; and an Annual Action Plan that identifies <br />the programs and activities to be funded with Community Development Block Grant <br />(CDBG) and Home Investment Partnership Program (HOME) funds each year of the <br />five-year plan. <br /> <br />The Plan is designed to help local jurisdictions to assess their affordable housing, <br />community development needs and market conditions. The Plan process serves as the <br />framework for a community-wide dialogue to identify housing and community <br />development priorities that align and focus funding from HUD block grant entitlement <br />7.A. - Page 1
