The Plan is carried out though Annual Action <br />Plans, which provide a concise summary of the actions, activities, and the specific <br />federal and non-federal resources that will be used each year to address the priority <br />needs and specific goals identified by the Plan. The City reports on accomplishments <br />and progress toward the Plan goals in the Consolidated Annual Performance and <br />Evaluation Report (CAPER). As part of the Plan, the City must certify that it will <br />affirmatively further fair housing by conducting an Assessment of Fair Housing (AFH). <br />The City participated in a Regional AFH to take appropriate actions to overcome the <br />effects of any impediments identified and provide goals to address any impediments. <br /> <br />The City’s current 2015-2018 Plan will expire effective June 30, 2018. <br /> <br /> <br />Annual Action Plan <br />A key component of the Plan is the preparation of an Annual Action Plan. In Redwood <br />City, the Annual Action Plan constitutes funding recommendations made by the Housing <br />and Human Concerns Committee (HHCC) for approval by Council each year to <br />implement the five-year strategy. The funding recommendations include amounts and <br />specific programs and activities to be funded from each annual entitlement of CDBG <br />and HOME funds the City will receive during the five-year term. <br /> <br />The HHCC is recommending an Annual Action Plan for FY 2018/19 that proposes <br />funding for programs and activities to be carried out during the first year of the Plan. The <br />total amount of funding will be based on the City’s expected entitlement from CDBG and <br />HOME, as well as program income received from the City’s Home Improvement Loan <br />Program’s revolving loan fund. Other state and local funds will be used to leverage <br />these funds to address the priority needs of the Annual Action Plan. <br /> <br />The Annual Action Plan includes an Executive Summary (Attachment 2) and Budget <br />(Attachment 3) which identifies all sources of funding, specific activities recommended <br />for funding, and information regarding the location of activities to be funded. The <br />Executive Summary describes the relationship between the Annual Action Plan and the <br />Consolidated Plan: <br /> <br /> <br />The City of Redwood City’s 2018-2019 Annual Action Plan demonstrates <br />a relationship between the 2018-2022 Consolidated Plan priorities and <br />activities recommended for funding during the first year of the five-year <br />Plan. The major theme of the Consolidated Plan is “housing production <br />and basic human needs”.
