programs that integrate a continuum of activities ranging from homeless <br />assistance to economic development and the preservation and production <br />of affordable housing. The target group to be assisted is households with <br />incomes at or below 80% of the area median income for San Mateo <br />County. All activities proposed for funding meet one or more of the City’s <br />Consolidated Plan priorities. The City has identified a number of programs <br />that will be delivered under each priority. <br /> <br /> <br />The attached Action Plan was reviewed by the HHCC on March 7, 2018 and by the <br />Planning Commission on March 20, 2018. The Planning Commission determined that <br />capital projects in the Annual Action Plan conformed to the General Plan and <br />recommended approval of the Action Plan to the City Council. <br /> <br />The Trump Administration sought to eliminate the CDBG and HOME programs for the <br />Fiscal Year 2018. However, Congress rejected the President’s budget and HUD <br />programs received funding increases. The federal budget for Fiscal Year 2018 is <br />approved and HUD anticipates their Fiscal Year 2018 budget and allocations for CDBG <br />and HOME programs will be slightly higher than Fiscal Year 2017.For FY 2018/19, the <br />City expects to receive $650,000 of CDBG and $200,000 of HOME entitlement grant <br />funds. <br /> <br />On March 7, 2018, the HHCC recommended Action Plan activities and funding to meet <br />the Consolidated Plan five year strategic planning performance outcomes and <br />objectives. The recommendations were based on the estimated FY 2017/18 HUD grant <br />allocations for CDBG and HOME and an estimated $200,000 of FY 2017/18 CDBG <br />program income from the City’s Home Improvement Loan Program (single and multi- <br />family housing rehabilitation) revolving loan funds for a total of $1,050,000 in federal <br />revenue. <br /> <br />The following activities are recommended for funding FY 2018/19: <br /> <br />CDBG ENTITLEMENT Amount ($) <br />Fair Housing, Administration & Planning* <br />General Planning & Administration 155,000 <br />Project Sentinel Fair Housing Services 15,000 <br /> <br />Homeless Programs <br />LifeMoves – Maple Street Shelter 17,477 <br />Samaritan House - Safe Harbor Shelter 17,000 <br />Star Vista – Daybreak Shelter for Homeless Youth 18,000 <br /> <br />7.A. - Page 3
