After the discussion during our recent proposal review meeting, I <br />think, in retrospect, that I may be of more service to the City by offering to perform the following <br />research and administrative steps rather than submitting a scope and cost proposal for the EIR <br />on this project. Since it would be inappropriate to offer these services and bid on the EIR <br />document, this proposal to the City has been presented in lieu of preparing a bid on the RFP. <br /> <br />Based on the City's preliminary EIR consultant bidders meeting, the group of consultants <br />generally concluded that a Program EIR would be the most flexible and appropriate document for <br />the City to prepare on the Precise Plan. However, based on my experience, a truly useful <br />Program EIR requires the inclusion of detailed mitigation measures and other content that can, <br />and does, often get omitted from such documents. With sufficient detail, the Program EIR can <br />approach the utility and "shelf life" of a Master EIR. With minor modifications to your CEQA <br />Guidelines and detailed mitigation planning, the City could achieve a longer useful shelf life for <br /> <br />Precise Plan Proposal Page 1 <br />
