<br />Program EIR and a clear sequence of minimal steps for subsequent document preparation, if <br />such subsequent documents are required. <br /> <br />The EIR bidders also concluded that the preparation of the very important "increment of change" <br />statistics (ultimately a summary table and associated graphics) applicable to the project was at <br />this point an unassigned step, and a very important one. The other bidders indicated that they <br />would assume that both the "increment of change" table, statistics and other data and the <br />cumulative project information for the Precise Plan boundary would be provided by the City. It <br />was also clear from the meeting that the City may not have the staff on hand to manage this effort <br />at this point in time. Therefore, to prevent delays in implementing EIR preparation, it would be <br />sensible to initiate and complete this research now. The EIR essentially cannot be prepared until <br />this basic "existing condition-net change" table is completed. Depending on the information <br />available at the City (as itemized below), it is likely that this step could be completed relatively <br />simply by calling on various City resources and consultant inputs. <br /> <br />A second major and very important factor in the bidding process relates to the control of and <br />sequencing of traffic impact report preparation. I believe it is critical (based on my experience <br />with such plans) to have a traffic and transportation study that is firmly under the control of the <br />City, that is specific relative to mitigation, and that is truly compatible with the vision in the Precise <br />Plan. If the City manages and controls this step, the EIR consultants will not unduly influence or <br />inappropriately minimize the pedestrian element of the project as set forth in the Liedstrand <br />memo provided to each consultant. There may as well be a few other pre-EIR preparation <br />studies that the City may want to carefully manage and then provide to the EIR consultant for <br />inclusion in the Draft document. <br /> <br />Finally, it may be desirable for the City to have some additional temporary in-house CEQA <br />expertise to prepare a more detailed scope, monitor the administrative/screencheck Draft EIR <br />preparation process, and complete a few other administrative or planning steps. Having been <br />involved in various ways in the preparation of a number of downtown plans, precise plans, <br />downtown overlay districts and related planning efforts, you may want to avail yourselves <br />periodically of my expertise as a planner as well. This proposal is designed to allow the City to <br />call upon me if and when staff desires my input, editing skills, or expertise for problem solving to <br />any planning or CEQA issues that arise out of the Precise Plan document and EIR approval <br />process. <br /> <br />The following brief task based proposal is designed to implement this outline of potential <br />assistance tasks for the City, The tasks are set forth in a logical progression designed to move <br />the EIR process forward in an expedited manner. In essence, we are suggesting that Planning <br />Corporation serve as temporary adjunct staff to the City for the purposes of completing the <br />Precise Plan EIR. To accomplish this goal, we are proposing the following tasks and services. <br /> <br />Task 1: Prepare Increment of Change Statistics and Associated Tables <br /> <br />Based on my prior experience with similar projects, this task would involve the following research <br />steps: <br /> <br />1 . Define the increment of change variables for the project (residential units, commercial <br />use types, industrial uses, etc.) on a parcel by parcel basis for all parcels in the Precise <br />Plan boundary-this is basically an existing conditions land use inventory of the entire <br />Precise Plan area; <br /> <br />2. Create a data base reflecting all current usages (using economic data developed by your <br />financial consultants, FTB information, City mapping, business license records and other <br />data sources-field assessment may be necessary for some parcels).
