<br />City's GIS staff would be of assistance in this effort. The deliverable is a comprehensive <br />existing condition review of the Precise Plan boundary area. <br /> <br />3. Existing condition units of measurement would then be determined for each parcel using <br />the Institute of Traffic Engineers Manual. The impacts associated with each existing use <br />would be computed for traffic generation, public infrastructure impacts (water and school <br />demands and similar variables). <br /> <br />4. The potential assigned land uses for the Precise Plan properties would then be deducted <br />from the existing conditions calculations, producing a "net increment of change table". <br /> <br />5. In addition, though not legally meaningful in terms of CEQA review, we would also <br />prepare an increment of change table for Existing Zoning Buildout compared to New <br />Zoning Buildout which will help put the overall density change proposed in the Precise <br />Plan into better perspective. <br /> <br />Once this table is prepared, the groundwork for Task 2 would be completed. <br /> <br />Task 2: Prepare the Cumulative Projects List, Table and Location Map <br /> <br />It is very likely that the City's traffic management team maintains an up-to-date cumulative <br />projects list for the City. If not, usually the regional association of governments maintains such a <br />project list. These two lists would be combined to generate a cumulative projects list for the EIR. <br />The list is required under CEQA guidelines to be included in the EIR together with a location map <br />rationalizing the selection of the "cumulative development boundary" for the Program EIR. The <br />trip generation and public service impacts associated with the cumulative project summary would <br />be computed using a similar methodology to the program outlined in Task 1. This step will be <br />carefully coordinated with the City's Traffic Engineer or City Engineer. <br /> <br />Task 3: Assist in the Preparation and Review of the Traffic and Transportation Baseline <br />Report for the EIR <br /> <br />Once the increment of change and cumulative projects tables are assembled, then the next step <br />would be to work with the City's planning staff to determine the scope and content of the EIR for <br />the Precise Plan. It would be desirable for "the project" to be sufficiently well defined prior to <br />starting the traffic report so the analysis fits the probable scope of the Precise Plan buildout. The <br />traffic report scope would be prepared, with our input and assistance, to ensure that the <br />pedestrian and circulation goals of the project are protected during the engineering of mitigation <br />measures. <br /> <br />Given the likely buildout increment for the Precise Plan, it is certain that level of service and <br />intersection capacity preservation will require careful mitigation planning to ensure that traffic <br />issues are harmonized with the urban design goals of the project. This task would involve <br />reviewing the draft and final traffic reports and assisting in defining the "impact scenarios" and <br />scope of the traffic report. We will also assist in ensuring that the most financially feasible <br />proposal is obtained from the selected consultant. The final report, together with City defined and <br />approved mitigation measures, would then be provided to the EIR consultants for the Precise <br />Plan. <br /> <br />Task 4: Assist with Preparation of a Preliminary Project Description for the Program EIR, <br />Determination of EIR Scope of Work and Participate in Consultant Selection <br /> <br />The RFP sent to the consultants for the Program EIR should be relatively detailed and precise in <br />outlining the work product for the Program EIR. This task would involve assembling a scope <br />acceptable to the City's development team for the downtown, including the planning staff, <br />redevelopment staff, and the City's design supervisor.
