<br />13 <br /> <br />Section 2.77. Notwithstanding the foregoing, the <br />provisions of this section shall not apply to parcels <br />of land or buildings used for the repair or service of <br />motor vehicles or the display of such vehicles for <br />sale, rental, or lease, the use and improvement of <br />which parcels are otherwise regulated or specified <br />pursuant to the provisions of this Ordinance, any <br />permit issued pursuant thereto, or any other <br />Ordinance of the City. <br /> <br />(2) "Vehicle," as used in this article, means any self- <br />propelled device by which any person or property may <br />be propelled, moved, or drawn upon a street, road, or <br />highway, excepting a device moved exclusively upon <br />stationary rails or tracks. "Vehicle" includes, but is <br />not limited to, automobiles, trailers, motor homes, <br />motor coaches, boats, recreational vehicles, <br />motorcycles, trucks, and all other similar or like <br />vehicles. <br /> <br />(3) "Square feet of floor area," as referred to in this <br />article, shall mean gross square footage. <br /> <br />b. Every off-street parking and loading facility in existence <br />upon the effective date of this article, and every off-street <br />parking and loading facility constructed and used on and <br />after said effective date, shall be improved, constructed, <br />maintained, and operated in accordance with the following <br />minimum requirements: <br /> <br />(1) The surface of every such parking and loading facility <br />shall be designed and graded to provide adequate <br />drainage, and such surface shall be constructed with a <br />compacted base paved or surfaced with plant mix, <br />asphalt pavement, concrete, or other equivalent <br />surfacing, approved by the City's Engineering Division. <br /> <br />(2) Every such parking and loading facility not separated by <br />a fence or similar barrier from any sidewalk, street, <br />alley, or right-of-way which abuts thereto, shall have <br />constructed thereon, and securely attached thereto, a <br />barrier, not less than two feet from such sidewalk, <br />street, alley, or right-of-way, to prevent any portion of <br />
