REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />May 7, 2018 <br /> <br />SUBJECT <br />Approval of Amendment No. 1 to Agreement for Engineering Inspection <br /> <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to execute Amendment No. 1 to <br />Agreement for Professional Services with CSG Consultants, Inc. for engineering <br />inspection services <br /> <br />BACKGROUND <br />The Engineering Division has two full time engineering construction inspectors. These <br />inspectors regularly inspect the City’s capital improvement projects and utility permit <br />projects performed by private utility companies. At this time, one position is filled, and <br />the other has been vacant during a recruitment for a second full time staff position. Due <br />to the high volume of capital improvement projects under construction, the need for <br />construction inspection continues to be high during this temporary vacancy and a <br />contract for construction inspection services was created to fill this gap while <br />recruitment fills the position. <br /> <br />On December 13, 2017, staff issued an RFP for Construction Inspection Services to <br />eight firms on the Engineering & Transportation Division’s pre-qualified consultant list <br />for this type of work. On Friday, January 5, 2018, 4Leaf, Inc., CSG Consultants, Inc., <br />Mott MacDonald, PMA Consultants, and STV Construction, Inc. submitted proposals. <br /> <br />The proposals were evaluated based on the proposed approach, inspector resumes <br />and relevant experience, project understanding, and overall responsiveness to the RFP. <br />From the submitted proposals CSG Consultants, Inc., and 4Leaf, Inc. scored the best, <br />and they were asked to participate in an interview. The interviews gave the Engineering <br />Project Managers an opportunity to speak directly to the inspectors proposed for the <br />inspection services and discuss their experience, general approach to inspection <br />services, and availability in the coming months. After the interviews staff selected CSG <br />Consultants, Inc. as the most qualified firm to provide construction inspection services. <br /> <br />6.1.A. - Page 1
