Since the initial contract amount was less than the threshold of $60,000 the City <br />Manager was authorized to approve the contract in mid-February, and the Consultant <br />began providing services shortly thereafter. In the time since the initial advertisement of <br />the full time inspector staff position there have not been enough qualified candidates to <br />move forward with the recruitment process. Therefore, extending this contract ensures <br />continued coverage while we continue to look for a qualified inspector to fill the position. <br /> <br />Staff has also been meeting with the utility companies to discuss long-term <br />infrastructure goals; staff expect an uncommonly large number of infrastructure projects <br />from utility companies that will be starting construction in early June and extending <br />through much of the year. Because of this, there will be a very high demand for <br />inspection services through the summer, and extending through the fall. <br /> <br />ANALYSIS <br />The amended agreement is proposed not-to-exceed $171,600.00, which covers 11 <br />weeks of time for one inspector to provide construction inspection services, and an <br />additional inspector for 22 weeks with an overlap period of 2 months in the summer <br />time. The agreement will provide construction inspection services for several capital <br />improvement projects and utility permits; this approach increases efficiency, with costs <br />shared among the different capital improvement project and utility permit cost recovery <br />accounts based on the actual time spent on each by the proposed inspector. <br /> <br />The amended agreement budget will allow construction inspection services of the <br />current inspector to continue through July 2018 and coincide with the conclusion of the <br />recruitment for a second full time staff position. The budget will also allow for a second <br />inspector to extend through the end of October to assist with the influx of utility <br />encroachment permits and related development projects, also giving the new staff <br />member support while they are brought up to speed. <br /> <br />Capital Improvement Projects and utility encroachment permits will include: <br />· Middlefield and Woodside Intersection Improvements Project (17%) <br />· California Water Tank Project (16%) <br />· Sewer Collection System Replacement Project (17%) <br />· Utility encroachment permits and related development projects (50%) <br />o Includes work by PG&E, AT&T, Comcast, Astound, and fiber companies, <br />and additional assistance needed for the Stanford development <br />infrastructure. <br /> <br />ALTERNATIVES <br />The City Council may choose not to amend the contract, however, this would make it <br />difficult for the City to meet the needs for engineering inspection services. <br />6.1.A. - Page 2
