· Allowing indoor nurseries in the industrial zoning district of IR, LII, IP, and GI with <br />a Conditional Use Permit. Nurseries mean a cultivation use that produces only <br />clones, immature plants, seeds and other products for commercial sales. <br /> <br />· Requiring that all permitted commercial cannabis businesses be located at least <br />600 feet from schools, childcare centers, youth centers, public parks, and <br />libraries, which are described as “sensitive receptors.” An updated map of <br />potential parcels can be found as Attachment 3. <br /> <br />· A variety of new or amended definitions for delivery center, library, nursery, <br />public park, school and youth center. <br />The other proposed Ordinance will amend Article V of Chapter 32 of the Redwood City <br />Municipal Code by adding Division 7 (Regulation of Cannabis Businesses), establishing <br />regulations governing commercial indoor cannabis nurseries and the commercial sale of <br />cannabis and cannabis products, whether for medicinal or adult use. Key provisions <br />found within the Ordinance include: <br />· Creation of a cannabis business permit that all delivery centers and indoor <br />nurseries located in the City will be required to obtain prior to operating. <br /> <br />· Operating requirements for indoor nurseries and delivery centers located in the <br />City. <br /> <br />· Requirements for cannabis deliveries to customers located inside the City, <br />including cannabis deliveries originating outside of Redwood City. <br /> <br />· Provisions authorizing the City Manager to issue administrative regulations for <br />the implementation of the cannabis business permit and the other requirements <br />and policies of the Ordinance. <br /> <br />· Establishing fees to cover both the administration and enforcement of the <br />cannabis program. <br /> <br />During the initial public hearing, the City Council directed staff to amend the Ordinances <br />in regards to the following items: <br />Sensitive Receptor Use Buffer – The City Council directed staff to require that the <br />sensitive receptor use buffer be modified from the proposed 1000’ buffer to a 600’ buffer <br />as required by the State of California. The ordinance now states that no cannabis uses <br />may be located within 600’ of a sensitive receptor site. A revised map indicating <br />available parcels for cannabis uses and the 600’ buffers from nearby sensitive receptors <br />can be found as Attachment 4. <br />6.4.A. - Page 2
