There is a condition of approval for <br />this project that reflects this AAC review. <br /> <br />The Historic Resource Advisory Committee reviewed the Cultural Resources section of the Draft <br />EIR at its March 8, 2018 meeting. Committee comments included requesting the developer <br />consider retaining the water tank on-site to maintain the relationship with Redwood Creek and <br />add interpretative information regarding the tank and the history of Redwood Creek. One HRAC <br />member expressed support for retaining the tank at the current location but also agreed that the <br />tank would retain local historical significance if moved. <br /> <br />On January 26, 2018 through March 12, 2018, the City held a 45-day public review period to <br />provide the public and responsible agencies an opportunity to submit written comments on the <br />project’s Draft EIR (DEIR). The City mailed, published and posted on its website a Notice of <br />Availability to notify state and local agencies, surrounding property owners, and interested <br />parties that the DEIR would be available for public comment. The Planning Commission held a <br />public hearing on February 20, 2018 to receive public comments on the DEIR. The City also <br />received written comments on the DEIR during the public review period. The City’s CEQA <br />consultant prepared the Response to Comments document and the Final EIR. No substantial <br />comments were received that would require new mitigation measures or recirculation of the EIR. <br /> <br />The Planning Commission reviewed the proposed Mixed Use Waterfront Zoning District, a <br />CEQA addendum to the General Plan EIR, and the project entitlements at its April 17, 2018 <br />meeting. The Planning Commission, by a vote of 5-0 (Commissioner Safdari was absent and <br />Commissioner Guerrero had resigned prior to hearing), adopted Resolution No. 18-06 <br />recommending the City Council approve an addendum to the General Plan EIR and adopt an <br />Ordinance establishing the Mixed Use Waterfront Zoning District to the Redwood City Zoning <br />Ordinance. The Planning Commission, by a vote of 5-0 (Commissioner Safdari absent) adopted <br />Resolution No. 18-07 recommending the City Council adopt the Zoning Map Amendment to <br />rezone the site Mixed Use Waterfront, approve the Development Agreement, approve the <br />Planned Development Permit and Condominium Permit, approve the Tentative Map, approve <br />the Architectural Permit and approve the Sign Permit. <br /> <br />Mixed Use Waterfront District <br />As described in the Background section above, the City has not scheduled any further work on <br />the preparation of the IHSP and as a result, the Project site’s General Plan land use designation <br />(Mixed Use Waterfront) and zone district (Tidal Plain) have not been altered. Although the <br />Project is consistent with the General Plan land use designation, it would be inconsistent with <br />existing zoning because the zoning has not been updated in a manner consistent with the 2010 <br />General Plan. As discussed below, staff recommends establishment of a new zone district, <br />Mixed Use Waterfront (MUW) in order to implement the General Plan land use designation. <br />7.A. - Page 4
