designation for the site that allows for the creation of unique neighborhoods that take advantage <br />of Redwood City’s bay frontage. <br /> <br />The site is also located within the recently studied Inner Harbor Specific Plan (IHSP) area. The <br />vision of the IHSP is to create a unique and vibrant neighborhood and destination on the Bay <br />and to connect Redwood City to its water’s edge. This would be accomplished through <br />improvements to public and private infrastructure, land uses that promote new waterfront <br />communities with businesses, residential areas, parks and open space, and connections to the <br />natural environment. Work began on the IHSP in 2013 and continued through 2015, culminating <br />in the release of a draft IHSP document and Draft Environmental Impact Report. The Draft IHSP <br />was reviewed by the City Council in May 2016, and the Council recommended that the Planning <br />Commission hold additional public meetings to refine the Draft Plan. Much of the feedback <br />provided on the Draft Plan related to potential changes in land uses within the Plan area. <br /> <br />As of late 2016, the City has not scheduled any further work on the preparation of the IHSP. It <br />should be noted that the only other private property in the IHSP area has also decided to <br />proceed separately from the IHSP (Harbor View, proposed by the Jay Paul Company). Given <br />that both land-based property owners are seeking consideration of their development proposals, <br />rather than wait for the completion of the IHSP, the City decided to suspend work on the IHSP <br />indefinitely. As a result, the existing General Plan land use designations and existing zone <br />districts within the IHSP area have not been altered. <br /> <br />PROJECT DESCRIPTION AND REVIEW BACKGROUND <br />Strada Investment group, (the “Applicant”) submitted an application to develop 131 townhomes <br />with associated site and landscape improvements including constructing a new Bay Trail and <br />constructing the Blomquist Street extension from Maple Street to the Redwood Creek. The <br />townhomes are clustered within 20 three-story buildings with attached garages. The <br />development includes 88 two-bedroom units and 43 three-bedroom units. The applicant also <br />proposes optional roof decks on several buildings. Project plans for the proposed development <br />are available here. <br /> <br />On July 6, 2017 through August 7, 2017, the City held a 30-day public review period on the <br />Notice of Preparation (NOP) for the 1548 Maple Street Project EIR. The City mailed, published <br />and posted on its website a NOP to inform state and local agencies, surrounding property <br />owners, and interested parties that an EIR would be prepared for the Project. The Planning <br />Commission held a public hearing on July 18, 2017 to receive public comment on the scope of <br />the EIR. <br /> <br />The Architectural Advisory Committee (AAC) reviewed the project at its October 5, 2017 and <br />January 18, 2017 meetings. The AAC was generally supportive of the design and on January <br />18, 2018 the AAC recommended approval of the project, but requested a few minor design <br />7.A. - Page 3
