The IHSP included incentives to allow additional building height, residential density, or floor area <br />for projects that provide community benefits such as parks, affordable housing, childcare <br />facilities, habitat restoration, transportation linkages, or other improvements for the IHSP area or <br />that benefit the entire City. The approach was based upon the Partnership Redwood City <br />concept that encourages partnerships to provide a variety of community benefits through both <br />new development opportunities and volunteer programs. <br />The MUW zoning regulations provide a similar incentive to allow reduced creek setbacks, <br />additional building height, floor area, and residential density (described above under <br />development standards) with the provision of community benefits. The community benefits are <br />organized in a point system with a total of six points required to qualify for one bonus and four <br />points required for additional bonuses. Community benefits including the following: <br />· Tier 1 benefits (worth four points each): habitat restoration, active recreation areas and <br />enhanced bicycle and pedestrian amenities. <br />· Tier 2 benefits (worth two points each): publicly-visible art, affordable housing, and child <br />care. <br /> <br />Other Zoning Code Amendments <br />In addition to the establishment of the MUW district described above, staff recommends the <br />following additional changes to the Zoning Ordinance (collectively, the “Zoning Ordinance <br />Amendments”): <br />· Article 2 (Definitions): Includes a definition for Marina, which is proposed as a conditional <br />use with the MUW district <br />· Article 3 (Designation of Districts): Includes Mixed-Use Waterfront in the table of zone <br />districts <br />· Article 30 (Off Street Parking and Loading): Edits and adjustments to Section 30.4 <br />(Required Number of Parking Spaces – Mixed Use Districts) includes parking <br />requirements for a Marina use, the use of tandem parking spaces for residential uses, <br />and the provision of a shared-use parking option to provide flexibility and efficiency for <br />parking facilities servicing multiple uses. <br /> <br />Strada Project Description <br />The development proposal includes demolition of existing structures and hard surfaces on- <br />site for construction of 131 townhomes with associated site and landscape improvements. <br />The site grading would include removal of contaminated soil and import of new clean fill <br />material to raise the site by approximately three feet to address the 100-year flood zone <br />issues and future sea level rise. The applicant estimates 14,350 cubic yards would be <br />excavated from the site and off-hauled and approximately 67,750 cubic yards of fill would be <br />added. <br />7.A. - Page 6
