The site plan includes 20 separate buildings in groups of four and eight residential units. The <br />buildings are broken into smaller segments to provide view corridors to the waterway. The <br />buildings are designed with contemporary architectural style to complement the waterfront and <br />marina environment. The elevations include a mix of vertical architectural elements to <br />accentuate the separation of each unit. Exterior building materials include; stone base and <br />stone vertical “chimney elements”, vertical board and batten siding, horizontal lap siding and <br />smooth stucco, metal railings and metal roof elements. The exterior building colors have been <br />selected in muted ranges of blues, browns and green to complement the landscape palate and <br />marina environment. <br />The Architectural Advisory Committee (AAC) reviewed the project on October 5, 2017 and <br />continued the item to a future meeting with direction to the applicant to enhance the main entry, <br />enhance pedestrian linkage throughout the project, address the monotony of the internal <br />driveway and rear building elevations, and refine the building design details and use of <br />materials. The applicant made substantial revisions to the site plan and building elevations in <br />response to Committee comments. The AAC reviewed the revisions at it’s January 18, 2018 <br />meeting. Committee members expressed their support for the revisions and recommended <br />approval, but requested the applicant refine certain project details and return to the AAC on a <br />future consent calendar. The AAC, at its April 19, 2018 reviewed revised project details, but did <br />not find them to be acceptable. The Applicant will continue to refine the project and will return to <br />the AAC for acceptance of additional revisions prior to the issuance of a building permit, if the <br />Project is approved by City Council. <br />Staff is supportive of the Architectural Permit as the required findings can be met, specifically, <br />the project is designed with high quality architectural materials, contains sufficient variety in the <br />design to avoid monotony and landscaping is provided throughout the site. <br />Sign Permit <br />The project includes a monument entry sign to the development along Maple Street and <br />directional and interpretative signage along the Bay Trail. The signs are proposed to be <br />constructed of corten (weathered steel) or painted steel panels with metal letters and graphic <br />overlays on suspended frames. The Bay trail signage will include identification marker, maps <br />and interpretive signage. The findings to grant the sign permit can be met as proposed signs are <br />of quality design that are compatible with the contemporary architectural style of the <br />development and reflect the marine community.
