<br />GENERAL PLAN AND ZONING COMPLIANCE <br />The General Plan (GP) land use designation for the property is Mixed Use Waterfront (MUW), <br />which allows for the creation of unique neighborhoods that take advantage of Redwood City’s <br />Bay frontage. The mix of allowed uses includes housing and supporting commercial businesses, <br />hospitality and restaurant uses that attract visitors, and businesses that support marina <br />functions. Housing options can also include floating homes, houseboats, and live‐aboard boats, <br />in addition to residential buildings. Public access and open space amenities are required along <br />the waterfront, and internal pedestrian circulation of the neighborhoods should link to waterfront <br />amenities. The emphasis is on residential development, with commercial uses providing a clear <br />supporting use. <br /> <br />The General Plan MUW residential density allows 40 dwelling units per acre, which would <br />permit up to 315 dwelling units at this site. The General Plan development standards also <br />include all uses providing public access to the water line and public space along and/or adjacent <br />to the waterline. <br /> <br />The project is consistent with the General Plan in that it would develop residential buildings well <br />below the permitted density and would activate the creek side frontage with multiple access <br />points and Bay Trail improvements. <br /> <br />PUBLIC NOTIFICATION <br />In accordance with the Zoning Code and state law, the City performed the following public <br />notifications for the two actions proposed for this meeting: <br />· Mailed notifications: A public hearing notice was mailed to property owners, tenants, and <br />interested parties within a 300-foot radius from the property of the proposed project. <br /> <br />· Newspaper Publication & Posting: A public hearing notice was published in the Daily News <br />on April 27, 2018, and notice was posted on the City Hall public notice board at least 10 <br />days prior to the public hearing. <br /> <br />Online Engagement: City staff created a webpage for the project on the City’s website, with <br />access to project plans, public notices, and agenda packets. <br /> <br />ALTERNATIVES <br /> <br />1. Adopt a Zoning Ordinance establishing the Mixed-Use Waterfront District, adopt the Zoning <br />Map Amendment, and approve the Development Agreement, Planned Development Permit, <br />Tentative Map, Architectural Permit and Sign Permit; <br />7.A. - Page 16
