ATTY/RESO.0034/CC RESO APPROVING ADDENDUM FOR MIXED USE WATERFRONT <br />REV: 04-30-18 PR <br />Page 1 of 2 <br />RESOLUTION NO. <br /> <br />A RESOLUTION OF THE CITY COUNCIL APPROVING THE <br />ADDENDUM TO THE GENERAL PLAN FINAL ENVIRONMENTAL IMPACT <br />REPORT FOR THE MIXED USE WATERFRONT ZONING ORDINANCE IN <br />ACCORDANCE WITH THE REQUIREMENTS OF THE CALIFORNIA <br />ENVIRONMENTAL QUALITY ACT <br /> <br />WHEREAS, on October 11, 2010 , the City Council of Redwood City (“City <br />Council”), by Resolution No. 15059, certified the General Plan Final Environmental Impact <br />Report ("GP EIR") and adopted the new Redwood City General Plan, which contemplated the <br />establishment of a Mixed-Use Waterfront Zoning District; and <br /> <br />WHEREAS, the City is proposing an amendment to the Zoning <br />Ordinance comprised of: (a) establishment of Article 57 as the Mixed-Use Waterfront <br />Zoning District, and (b) revisions to Articles 2, 3, and 30 (the “Zoning Ordinance Amendment”); <br />and <br /> <br />WHEREAS, the City prepared an addendum to the GP EIR to address the <br />environmental impacts of the Zoning Ordinance Amendment (the “Addendum”), which <br />found that there are no new significant impacts nor any increase in the severity of previously <br />identified impacts, and that no change in circumstance has occurred with respect to the GP <br />EIR and the proposed Zoning Ordinance Amendment or the environment affected by the <br />project that would alter prior environmental findings, conclusions, or mitigation measures; and <br /> <br />WHEREAS, on April 17, 2018, the Planning Commission held a duly noticed public <br />hearing on the proposed Zoning Ordinance Amendment, and recommended the City Council <br />approve the Addendum and adopt the Mixed Use Waterfront Zoning District; and <br /> <br />WHEREAS, at the May 7, 2018 public hearing, the City Council considered the whole <br />or the record, including the GP EIR (previously provided under separate cover) and <br />the Addendum. <br /> <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF REDWOOD CITY, AS FOLLOWS: <br /> <br />1. The above recitals are true and correct and together with the staff report and the <br />application materials, including without limitation the GP EIR and Addendum, and all other <br />documents, reports, studies, memoranda, maps, oral and written testimony, and materials in <br />the City's file for the applications and the Project, and all adopted City planning documents <br />relating to the Project and the property including the City's General Plan, Zoning Ordinance, <br />and other applicable City laws and regulations, and all associated approved and certified <br />environmental documents, have together served as an adequate and appropriate <br />evidentiary basis for the findings and actions set forth in this Resolution. <br /> <br />2. The City of Redwood City is the lead agency under CEQA for preparing the <br />Addendum, and is the entity with final decision-making authority, as defined in Section <br />15356 of the CEQA Guidelines, with regard to approval of the Project. <br /> <br /> <br />7.A. - Page 20
