<br />ATTY/RESO.0035/CC RESO CERTIFYING FINAL EIR – 1548 MAPLE <br />REV: 04-30-18 PR <br />Page 7 of 49 <br />Finding: Implementation of Mitigation Measures BIO-4a and BIO-4b would reduce <br />the project-related impacts to federally protected seasonal wetlands and freshwater emergent <br />wetlands to a less-than-significant level. <br />Facts in Support of Finding: These mitigation measures address the process to <br />obtain a Section 404 Permit from the Army Corps of Engineers and a 401 Water Quality <br />Certification from the Regional Water Board, and define processes to undertake wetland <br />mitigation as required by the applicable agency permits. <br /> <br />CULTURAL RESOURCES <br />Impact CUL-1: Removal and relocation of the Water Tank would have a substantial <br />adverse change on an eligible City landmark that qualifies as a historical resource, as defined <br />in CEQA Guidelines Section 15064.5. <br />Mitigation CUL-1: The project applicant shall be responsible for funding all of the <br />measures outlined below regarding relocation of the Water Tank. These measures shall be <br />completed prior to, during, and after relocation of the Water Tank, as applicable. <br />The following tasks shall be undertaken prior to the Water Tank's relocation: <br />• Photo documentation of the Water Tank shall be completed prior to its removal from <br />the project site. The photography shall be done to Historic American Building Survey- <br />like standards. The photo documentation shall be filed with the Redwood City Public <br />Library History Room/Vollmayer Archives. <br />• A qualified preservation architect and structural engineer/contractor shall prepare a <br />Relocation Plan that:(1) describes the specific approach to dismantling the metal tank <br />from the wood base, and any other portions of the tank; (2) describes how the receiver <br />location will be prepared to accept the tank, including but not limited to grading and <br />construction of the foundation; proposed travel route from the existing location to the <br />new location; (3) delineates the historic features of the tank, specifying features that <br />cannot be repaired, are deteriorated or damaged beyond repair; and (4) describes a <br />permanent commemorative photographic display to be incorporated in the relocated <br />Water Tank. <br />• The Relocation Plan and documentation shall be submitted for review and shall be <br />approved by the City of Redwood City Planning Division prior to the removal of the <br />Water Tank. <br />The following tasks shall be undertaken during and after the Water Tank's relocation: <br />• The relocation shall be implemented in accordance with the approved Relocation <br />Plan and all required City noticing and permitting requirements. <br />• The Water Tank shall be reconstructed near the shoreline, consistent with the <br />original historic setting of the structure. <br />• The Water Tank shall be properly placed and secured on permanent footings or <br />foundation. <br />7.A. - Page 44
