<br />ATTY/RESO.0035/CC RESO CERTIFYING FINAL EIR – 1548 MAPLE <br />REV: 04-30-18 PR <br />Page 9 of 49 <br />appropriate mitigation measures, and the City shall be responsible for monitoring <br />implementation of the mitigation measures. <br />Upon completion of the selected mitigations, a report documenting the methods and findings <br />shall be prepared and submitted to the City for review, which shall ensure that the provisions <br />of the Treatment Plan have been met. The final report shall be submitted to the Northwest <br />Information Center at Sonoma State University. Significant archaeological materials shall be <br />submitted to an appropriate local curation facility and used for future research and public <br />interpretive displays, as appropriate. <br />CUL-2c: Should an archaeological deposit be encountered during project subsurface <br />construction activities when an archaeological monitor is not on site, all ground-disturbing <br />activities within 25 feet shall be redirected and a qualified archaeologist meeting the Secretary <br />of the Interior’s Professional Qualifications Standards for Historic Archeology contacted to <br />assess the situation, determine if the deposit qualifies as a historical resource, consult with <br />agencies as appropriate, and make recommendations for the treatment of the discovery. If <br />the deposit is found to be significant (i.e., eligible for listing in the California Register of <br />Historical Resources), the applicant shall be responsible for funding and implementing <br />appropriate mitigation measures. Mitigation measures may include recordation of the <br />archaeological deposit, data recovery and analysis, and public outreach regarding the <br />scientific and cultural importance of the discovery. Significant archaeological materials shall be <br />submitted to an appropriate local curation facility and used for future research and public <br />interpretive displays, as appropriate. <br />Finding: Implementation of Mitigation Measures CUL-2a, CUL-2b and CUL-2-c <br />would reduce project-related impacts to archaeological deposits and historic-period <br />archaeological deposits to a less-than-significant level. <br />Facts in Support of Finding: These mitigation measures establish processes in line <br />with best management practices to alert construction contractors to the sensitivity of the <br />project site to for buried archaeological deposits, for monitoring by an archaeologist during <br />subsurface construction, and for an action plan should archaeological deposits be found. <br /> <br />TRANSPORTATION AND CIRCULATION <br />Impact TRA-1: Development of the proposed project and the project variant would <br />add traffic to Broadway/Woodside Road (SR 84)/US 101 Southbound Off-Ramp (Intersection <br />#6), which currently operates at LOS F in the AM peak hour under Existing conditions, and <br />would increase vehicle delay at this intersection by more than the five-seconds. <br />Mitigation TRA-1: The project applicant shall pay to retime and optimize the traffic <br />signals at Broadway/Woodside Road (SR 84)/US 101 Southbound Off-Ramp. Since Caltrans <br />controls this intersection, the project applicant would need to coordinate with the City and <br />Caltrans to implement the mitigation measure. <br />Finding: Implementation of Mitigation Measure TRA-1 would reduce the project- <br />related impact of an increase in vehicle delay by more than five seconds to Intersection #6 to <br />a less-than-significant level. <br />7.A. - Page 46
