<br />ATTY/RESO.0035/CC RESO CERTIFYING FINAL EIR – 1548 MAPLE <br />REV: 04-30-18 PR <br />Page 13 of 49 <br />Finding: Implementation of Mitigation Measure AIR-2 would reduce the project- <br />related impacts related to exposing future residents of the project site to toxic air contaminants <br />to a less-than-significant level. <br />Facts in Support of Finding: This mitigation measure appropriately identifies <br />measures in accordance with best management practices to reduce potential TACs and <br />particulate matters indoors and to disclose to potential occupants of the project’s potential <br />long-term health risks related to its proximity to the freeway. <br /> <br />NOISE <br />Impact NOI-1: The proposed project and the project variant would locate residential <br />land uses in an area that, based on the City’s Noise and Land Use Compatibility Guidelines, <br />is generally considered an unacceptable noise environment for residential land uses. <br />Mitigation NOI-1: Prior to issuance of building permits, the applicant shall prepare an <br />acoustical study that demonstrates how residential units will meet the habitable room noise <br />insulation standard of 45 dBA CNEL. The residential units shall include design features such <br />as the following, or others approved by the City after review of the acoustical study, to the <br />extent necessary to meet the 45 dBA CNEL standard for each unit: <br />• In order for windows and doors to remain closed, provide mechanical ventilation <br />such as air conditioning. <br />• Install windows and glass doors rated STC 33 or higher in all units within 170 feet of <br />US 101. <br />• Construct exterior walls with a minimum STC rating of STC-46. <br />• Install vent ducts connecting interior spaces to the exterior (i.e., bathroom exhaust, <br />etc.) with at least two 90 degree turns in the duct. <br />• Install windows and doors in an acoustically-effective manner. Install sliding-window <br />panels with an air-tight seal when in the closed position and the window frames <br />caulked to the wall opening around the perimeter with a non-hardening caulking <br />compound to prevent sound infiltration. Install exterior doors with an air-tight seal <br />around the full perimeter when in the closed position. <br />Finding: Implementation of Mitigation Measure NOI-1 would reduce potential impacts <br />related to an unacceptable noise environment for residential land uses to a less-than- <br />significant level. <br />Facts in Support of Finding: This mitigation measure appropriately identifies <br />measures to reduce interior noise that are consistent with best management practices during <br />operation. Implementation of these measures would reduce interior noise to acceptable levels <br />established by the City. <br /> <br />Impact NOI-2: Noise from construction activities would result in a substantial <br />temporary or periodic increase in ambient noise levels in the project vicinity above levels <br />existing without the project. <br />7.A. - Page 50
