<br />ATTY/RESO.0035/CC RESO CERTIFYING FINAL EIR – 1548 MAPLE <br />REV: 04-30-18 PR <br />Page 14 of 49 <br />Mitigation NOI-2: The project contractor shall implement the following measures <br />during construction of the proposed project: <br />• Equip all construction equipment, fixed or mobile, with properly operating and <br />maintained mufflers consistent with manufacturers' standards. <br />• Place all stationary construction equipment so that emitted noise is directed away from <br />sensitive receptors nearest the active project site. <br />• Locate equipment staging in areas that would create the greatest possible distance <br />between construction-related noise sources and noise-sensitive receptors nearest the <br />active project site during all project construction. <br />• Ensure that all general construction related activities are restricted to between the <br />hours of 7:00 a.m. and 8:00 p.m. on weekdays. No construction shall be permitted on <br />weekends or holidays. <br />• Post a sign at all entrances to the work site prior to commencement of the work for the <br />purpose of informing all contractors and subcontractors and all other persons at the <br />property of the basic limitations upon noise and construction activities provided in the <br />noise ordinance. <br />• Designate a “disturbance coordinator” at the City of Redwood City who would be <br />responsible for responding to any local complaints about construction noise. The <br />disturbance coordinator would determine the cause of the noise complaint (e.g., <br />starting too early, bad muffler) and would determine and implement reasonable <br />measures warranted to correct the problem. <br />Finding: Mitigation Measure NOI-2 would reduce the project-related impacts <br />related to noise levels in the project vicinity as a result of construction activities to a less-than- <br />significant level. <br />Facts in Support of Finding: This mitigation measure appropriately identifies <br />measures consistent with best management practice to reduce ambient noise levels in the <br />project vicinity during construction to acceptable levels established by the City. <br /> <br />HAZARDS AND HAZARDOUS MATERIALS <br /> <br />Impact HAZ -1: Construction of the proposed project and the project variant could <br />result in accidental releases of hazardous materials and/or the disturbance and reuse of soil <br />potentially impacted with hazardous materials that could result in impacts to construction <br />workers, the public, and/or the environment. <br />Mitigation HAZ-1: A Response Plan shall be prepared by a qualified environmental <br />professional to protect construction workers, the public, and the environment from hazardous <br />materials, including potential unknown contamination in the subsurface of the project site. The <br />Response Plan shall be submitted to and approved by the Regional Water Board prior to the <br />start of construction activities, and shall include, but not be limited to, the following: <br />1. Procedures for evaluating, handling, storing, testing and disposing of soil and <br />groundwater generated during project excavation and grading activities. Materials <br />7.A. - Page 51
