HAZARDS AND HAZARDOUS MATERIALS <br />HAZ-1: Construction of the <br />proposed project and the project <br />variant could result in <br />accidental releases of hazardous <br />materials and/or the disturbance <br />and reuse of soil potentially <br />impacted with hazardous <br />materials that could result in <br />impacts to construction <br />workers, the public, and/or the <br />environment. <br />HAZ-1: A Response Plan shall be prepared by a qualified <br />environmental professional to protect construction workers, <br />the public, and the environment from hazardous materials, <br />including potential unknown contamination in the <br />subsurface of the project site. The Response Plan shall be <br />submitted to and approved by the Regional Water Board <br />prior to the start of construction activities, and shall include, <br />but not be limited to, the following: <br />1. Procedures for evaluating, handling, storing, testing and <br />disposing of soil and groundwater generated during <br />project excavation and grading activities. Materials <br />generated from excavation and grading activities on the <br />project site shall be tested for potential contaminants <br />prior to re-use as engineered fill on-site. <br />2. A project-specific Health and Safety Plan that identifies <br />hazardous materials to be used at the project site (e.g., <br />oils, fuels, paints, solvents, and adhesives) and <br />hazardous materials identified in soil, groundwater, and <br />soil vapor through sampling; describes required health <br />and safety provisions and training for all workers <br />potentially exposed to hazardous materials in <br />accordance with State and federal worker safety <br />regulations; and designates the personnel responsible for <br />Health and Safety Plan implementation. <br />3. A contingency plan that shall be implemented if <br />previously unidentified potentially contaminated <br />material or regulated features (e.g., USTs) are <br />encountered during construction activities. The <br />contingency plan shall include provisions that require <br />notification of the City, Regional Water Board, or any <br />other regulatory agencies with jurisdiction, when <br />potentially contaminated material is encountered. <br />Prior to any <br />construction <br />activities <br />Project Applicant Redwood City <br />Community <br />Development <br />Director 7.A. - Page 77
