REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />May 7, 2018 <br />SUBJECT <br />Award of Contract-2017-2018 Redwood Creek Improvements Project (Jefferson <br />Branch) <br /> <br />RECOMMENDATION <br />By motion, approve the contract documents and Change Order No. 1 and award the <br />standard form construction contract (Section 00520) for the 2017-2018 Redwood Creek <br />Improvements Project (Jefferson Branch) to Disney Construction Inc.of Burlingame <br />California for their responsive and responsible revised bid price of $2,036,687; and, <br />authorize the City Manager to increase the contract amount, if necessary, up to 10% of <br />the original contract amount, not to exceed $2,240,355.70; and find that the project is <br />exempt under California Environmental Quality Act (CEQA) Guidelines Section 15302 <br />(Replacement or Reconstruction). <br /> <br />BACKGROUND <br />Description of Creek System <br />The Redwood Creek and its tributaries convey storm water run-off from the Emerald <br />Hills and nearby watersheds to San Francisco Bay through Redwood City. Storm water <br />within the City primarily drains by gravity to Redwood Creek or one of its tributaries: <br />Emerald Branch, Jefferson Branch, Kensington Branch, and Stulsaft Branch. These <br />branches converge one by one to finally discharge into San Francisco Bay near <br />Bradford Street and total about 8 miles in length collectively. Certain portions of <br />Redwood Creek and its tributaries were moved into concrete-lined channels and box <br />culverts in the mid-1960s. Over time, these concrete structures developed deficiencies <br />and require repair. <br /> <br />Project History and Recent City Actions <br />Repair and improvements of the concrete structures are needed to ensure continued <br />reliability of the storm water collection system. In 2012, the City contracted with BKF <br />Engineers to investigate deficiencies of Redwood Creek and tributaries. The Jefferson <br />Branch between Clinton Street and El Camino Real and the Redwood Branch between <br />Hudson Street and Cleveland Street was selected for the first phase of improvements <br />based on this report. <br /> <br />In fall 2015, the City obtained permits from the following regulating agencies to work <br />within Redwood Creek and its branches: the US Army Corps of Engineers (USACE), <br />California Regional Water Quality Control Board (RW QCB), and California Department <br />6.1.E. - Page 1
